Our government pays more attention to social security in recent years. Improving socialsecurity system, establishing equal social security in city and countryside and improve the levelof social security has been the most important task of social security reform. Social securitylevel is a comprehensive concept. Single index can not fully and properly reflects socialsecurity level. Therefore, it is necessary to establish indicator system composed of moreindexes to evaluate social security level.The main content of this paper is as follows:The first part explains the background significance to study social security level andsummarizes theoretical system, connotation, the impetus and impact of elements of socialsecurity level and capability and summarizes the thesis ideas and possible innovations.The second part summaries the theory of social security level and capability includingconcept, connotation, characteristics, basic features, the main factors, structural componentsand systems and improving paths. This part studies the relationship between social securitylevel and social security capability. By doing these can we improve the framework of the socialsecurity system, and to lay the foundation for future study.The third part establishes the index system of social security level and social securitycapability and evaluating model. This part establishes the index system including socialsecurity funds, social insurance, social welfare, social special care and social assistance usingfrequency analysis and select representative specific indicator.The fourth part evaluates social security level and social security capability in ShanDongprovince and compares with other provinces. As a result, the social security level is not enoughin ShanDong province and the social security level and the social security capability is thefourth part of the level of social security, Shandong Province, social security and the ability toconduct a comparative analysis of the actual evaluation. Draw a modest level of social securityis not in our province, the province will compare the level of social security and other Chineseprovinces, the province come to the level of social security and social protection capabilitiesincompatible.In the fifth part, the author analyze the relationship between social security level and economy development. Higher or lower social security level both is negative to economicdevelopment. Using Co-integration analyzes the relationship between social security level andeconomy development. As a result, social security level is the key strength to improveeconomic development.In the sixth part, through the analysis of the results, the author promotes suggestionsincluding improving employment and reemployment, improving social security system,improving legal systems of social system and optimizing the population structure.
