Since the inception of the University, teaching freedom has be the center value and conditon to protect acdemic innovation. From Concept to System, teaching freedom has been established as the University of Western values.In order to ensure the proper knowledge and the use of accurate, scholars of teaching activities must be subject only to the standard of truth, and not subject to any external pressure, such as religion, politics, social institutions and other effects. Derived from the Chinese University of Western university system, the domestic research on teaching the concept of freedom of a late start. With the progress in the development of modern university system, teaching freedom as an important part of modern university system, has been widely accepted by academics, teaching freedom of more and more attention.China's development, from imitation to independent research and development manufacturing economy transformation, is a historical development of the Chinese nation's great challenges. Academic and scientific and technological innovation is a necessary condition to complete this transition, however, not even for a moment this innovation has left the right to freedom of the wide range of conditions. to the knowledge and technological innovation, the teaching can be called one of the most important of freedom. Construction of the system of teaching is not only basis of free academic innovation, but also are the conditon to achieve this freedom. No right to freedom of teaching, there is no knowledge of science and academic innovation, then economic progress and development ultimately can only short-lived.Republic of China really accept and practice the right to freedom from the Western. Republic of China appeared consciously a large number of people to follow and maintain "teaching freedom", such as Cai Yuanpei, Mei Yiqi, etc.; and established a series of systems, such as faculty appointment system, teachersalaries system and so on. It is because of the efforts of these advanced education, the development of the University of the Republic of China a "prosperity " of the scene, but also cultivated a large number of outstanding talent. This has provided important experience for the establishment of the cocept and the system of freedom of teaching in our modern education system.This article explores the concept of freedom of teaching is how to pass during the Republic of China, how it is to take root in China, chinese scholars is how to create a system for the creation of the right to freedom of teaching,how to practice the concept of freedom of teaching in univesities. Through the analysis of these issues, the article hopes for the development of modern universities and teaching the maintenance of freedom to provide some useful lessons. Along this approach, this paper is divided into five chapters, respectively to answer these questions.The first chapter is to discuss starting from the concept of freedom of teaching, whether the right to freedom of teaching local resources, as well as its theoretical preparation was introduced into China. Finally, we believe that the concept of freedom of teaching is formally introduced into China during the Republican period, and it is accompanied accepted by Chinese scholars during the establishment of the modern university system.The second chapter, mainly discusses the teaching of the rights system creation, separately from the modern university system creation, the teaching of the rights prescribed by law, "education independence movement" and teaching system establishment and freedom "professor managing" system in the republic of China's creation to discuss.The third chapter, mainly analyzes the right to freedom of teaching dimensions. The author thought that the right to freedom of teaching as an upper right, its existence requires the realization of other rights as a prerequisite. Only guarantee the teacher recruitment liberty, enrollment liberty, curriculum of liberty and the degree-conferring liberty, these four rights, can feasible safeguard teaching free realization. Any a right, the lack of freedom, will cause damage to the teaching.The fourth chapter, mainly explore the actual practice of teaching the course, and government power, such as the relationship between political parties and its relationship with the countries, states should limit it in those areas, provide protection in those areas and support, security and how limit the extent of these.Chapter 5, mainly explores oncepts, systems and operation of the right to freedom of teaching in Republic of China, and the experiences it can take in the realization of our country universities contemporary and the teaching freedom. This chapter maily discuss from historical opportunity, the right to freedom of university teaching system construction and operation of the right to freedom of teaching and so on.
