The Research Of New Plant Variety Protection On Forest

China, abundant with plant resources, is a big country in forestry. "Four status" in forestry development are the national strategies, which decided that forestry is a special public welfare and an important basic industry, at the same time, forestry has the characteristics of public goods and external economies effects. The inconsistency of cost-benefit ratio for the forestry economic activity sector and society could lead to inefficient resources allocation. Therefore, this study uses new plant variety protection system as the research object, analyzes the status of forestry plant variety protection, institutional and economic impact, indicates that the construction of Chinese forestry plant variety protection system must be based on three levels: protection of the rights and interests of variety rights holders and farmers, innovation of new varieties to meet multifunctional requirements, and balancing private and public interests. Accordingly, this study focuses on three aspects:firstly, combining the normative research and empirical analysis, comparative study of the world's major countries and China how to carry out new plant variety protection system and legislation; secondly, setting up the measurement and empirical evaluation for new varieties of forest on ecological, social, economic benefit, non-market ecological, and social incremental benefits, such as new varieties of forestry proposed price assessment, the transaction price of the theoretical models and empirical research, performance evaluation of new varieties forest plants protection system; thirdly, making eighteen policy proposals to consummate forestry plant variety protection system in China from six aspects, including the protection of new plant species legislation, protected mode, system effects, the main principal construction, technological innovation, the balance of interests, and international cooperation. The purpose of this study is to provide theoretical and practical guidance to improve and enhance the protection of new varieties of forestry plants in China.
