Study On The Suitability Of Local Government Scale From The Perspective Of Administrative Ecology

Government scale has natural expansionary. "A sustainable growing industry in modern world seems to be state organs industry".â‘ To this, history and reality have confirmed. Government originates from public demand, it is the growth of society demand for government public supply that determines the necessity of government scale expansion. However, this doesn't mean that government scale is not restricted. The limitation of public demand has decided the suitability of government existing, namely the suitability of the government scale. When the government scale is beyond the moderate boundaries and the need of society, away from its existing material foundation, namely administrative environment, it will become a destructive force for social development, destroy the original balance relationship of the administrative system and its environment, hinder the development and optimization of the administrative system, and will not be good for the government to run normally and efficiently. The facts are really like that:the continuous disordered growth of the government scale has brought modern countries many negative effects, such as financial deficit, bureaucracy, scattering and chaos of government function, rent-seeking behaviors of government power and inhibition on the development of society and market, and seriously affected the efficacy of the government. In order to explore the most reasonable and the most appropriate government scale model, governments around the world have carried out administrative reforms, at the same time, scholars and administrators from different countries have also paid great attentions to this issue. But unfortunately, both in theory and practice, a moderate feasibility scheme of government scale has not been established, all countries are still facing with great difficulties in the issue of how to control the irrational expansion of the government scale. Analyzing the causes, there are two aspects:on the one hand, relevant theory may be incorrect, less than essence, or defective; on the other hand, the reform measures of the governments have not touched fundamental or failed to be thoroughly implemented. To our government, the disordered expansion of the central government scale, to some extent, has been suppressed through the reforms. However, the top-down administrative reforms in local government level have not obtained remarkable effects, local governments still presented disordered expansion momentum. How to suppress the local government non-rational scale expansion and construct moderate local government scale is still a significant issue to be solved both in theory and practice.In order to better explain local government scale, improve the moderation ways of local government scale and get the breakthrough theoretically and practically, this paper tries to break with administrative ecology theory as the research tool, with local government environmental influence factors outside the administrative system as the breakthrough point, analyzes their influencing ways to local governments and characteristics, explores the inner relations among them and the development laws, screens the main ecological elements which is closely related to local governments, reveals the dynamic balance relationship between the local government scale and the administrative environment, puts forward the definition of moderate local government scale, sets up the measurement standards to evaluate whether local government scale is appropriate, provides the scientific basis for evaluating and building moderate local governments scale, and makes it possible to optimize the local government scale.On the basis of the above theory, this paper chooses the key metropolis of Wuhan City in rising central China as the empirical research object, discusses the restriction and influence of the administrative ecological environment in Wuhan City in the transformation period to the government scale and the government response during the interaction, presents the orientation and measurements that the government scale of Wuhan City responds to current administrative ecological development, hoping to provide referable, feasible reform scheme and institutional arrangement advice for the current reform of government. At the same time it opens up a new research perspective that applies the administrative ecology theory to the practice, makes it link practice closely and serve it, and promotes the research results to converse.It has six chapters and mainly includes the following contents: The first chapter:introduction. This part introduces background and objective of this research, the definitions of the core concepts, puts forward the basic assumptions, sorts and reviews the related literatures, and emphatically analyzes the correlation and applicability of the administrative ecology theory and local government scale research.Chapter 2:administrative ecology theory and the theory interpretation of local government scale. In this chapter from the theory level it explains the administrative ecology theory as a research tool, the local government scale as the research object, and the relationship between them. Firstly, it generalizes the development and the core ideas of administrative ecology theory, analyzes its theoretical value and applicability, and emphascales its methodological significance to the government scale research. Then, it uses the theoretical tool of administrative ecology, reveals the dynamic balance relationship between the local government scale and administrative environment, analyzes the ecological causes of raising moderate local government scale, and from the perspective of administrative ecology defines the concept, measurement standards and constructing path of moderate local government scale.Chapter 3:the evolution of Wuhan City government scale. Firstly, it constructs the measurement system of Wuhan City government scale, and establishes the indicator system of analysis; then it selects the relevant datum before the end of 2008, according to measurement indicators vertically combed the development path and evolution trend of Wuhan City government scale since the reform and opening in 1978, in order to provide basis in fact for exploring the real relationship between Wuhan City government scale and the administrative environment.Chapter 4:the evolution of Wuhan City administrative environment. According to the characteristics of the local government scale, combing with the reality of Wuhan City, in order to highlight the core elements, which influence and restrict the scale of Wuhan City government, from the numerous external environment factors of the administrative system, this chapter mainly objectively presents the change course of Wuhan City administrative ecological environment since the reform and opening-up from three aspects:Wuhan City economic marketization status, political democratization and legalization status and the social harmony development status. From these aspects analyzing the change regularity of Wuhan City government scale, actually it is intended to highlight that the market, democracy, and social development status are the core elements that decide and restrict the current government scale of Wuhan City, and to emphascale the interactive relationships between the government and the market and the society.Chapter 5:the interpretation of the real relationship and its cause between Wuhan City government scale and the administrative environment. Generally speaking, the relationship between the government scale and administrative environments of Wuhan City is good, but some discord still exists, namely, the government scale of Wuhan City does not completely respond to the requirements of external administrative environment. There are two main reasons:on one hand, it is necessary to constantly consummate the administrative environment; on the other hand, the government organization construction lags behind.Chapter 6:countermeasures of constructing moderate government scale of Wuhan City. Moderate government scale is not the product of rational design, but the result of adapting to constantly changing administrative ecological environment. Basing on the analysis of the cause of the real relationship between government scale and administrative environment of Wuhan City, it provides some countermeasures that constructing moderate government scale should be done from outside and inside, namely, on the basis of constructing a favorable external administrative environment, the administrative system should perfect its inner building within itself.The last chapter:the conclusions and outlooks. In this part this paper summarizes the main conclusions and puts forward the problems to be studied further.
