Research On Local Government Behavior In The Construction Of Smart City

The development of cities promotes the progress of human society and changes the lifestyle of mankind. However, with the acceleration of the urbanization process all over the world, city development is facing a variety of challenges:population expansion, resource shortage, environmental degradation, public safety, health care, traffic jams and other problems. These pressing issues hinder the urbanization process."Smart city" is a concentrated expression and comprehensive application of human civilization, and a new mode of contemporary urban development, as well as the advanced stage of city informatization. Intelligentization has become a common choice and an inevitable trend in the development of Chinese cities.In the past three years, China’s major cities have engaged in smart city construction. Research on smart cities is also in the initial exploratory stage. The paper is mainly empirical research and normative research, combined with a comparative approach, starting from the basic theory of smart city, and further defining the ways and effects of government behavior in the process of smart city development, proposing a forward-looking concept of the smart city development. By elaborating on the current situation of smart city construction of Wuhan and analyzing its main progress and development level, the paper put forward problems existing in the process of Wuhan smart city construction, such as poor infrastructure, lack of regional coordination mechanism, inconsistency between industrial development and market mechanism, and aggravation of negative externalities in the process of smart city construction. In response to these challenges, the paper, by drawing on the successful experience of smart cities construction at home and abroad, propose to properly position the role of government, innovate government institutional mechanisms, optimize the investment and financing mode, master the core technology, strengthen personnel reserves, encourage broad public participation, promote the integration and sharing of information, and build the "Smart Wuhan" construction mode, so as to facilitate the sustainable development of smart city, which should have certain practical significance to promote the construction of the smart city of Wuhan.
