China's peaceful development has been a buzz word as globalization did a few decadesago. According to the widely accepted explanations in international relations, China'senormous economic success generates considerable change of its international powerstatus in international system, which can lead to change the current international orderled by one or two big nation-states as routine for rich and powerful international actorsin the international society..Thus fear or predictions on China's change of power statusin the international system have produced predictions threatening enough to block itsdevelopment and persuading enough for China to come up with peaceful developmentso as to calm down the rest of the world.For this, China clarifies the ways and objectives of its development, arguing to carryout more international cooperations with autonomous and scientific methods in peacefulways for realizing common interests, bywhich it can help build a harmonious world onthe basis of peace and development accomplished by the world as well as China. In thisrespect, as a researcher, the first proper question would be why China has to announcethat it should develop in a peaceful way and then how to verify China's peaceful way ofdevelopment, which is beyond current explanations of intertnational relations theories.Like other nation-states, China is also an actor in the international area, struggling forpower which is the basic source of national interests. In this vein, China's behavior of taking some measures for peaceful development is regarded as effective way to pursueits national interests, as other previous studies, especially realists argued. However, as amember of more and more globalized international society, China is asked to deal withhow to pursue its national interests through severe competitions and cooperations withthe other members, which means China needs to expand international cooperations so asto maximize its national interests and to sustain its development, while taking thecooperating memebers' national interests into considerations within the relatedinternational norms and regimes. In other words, China's peaceful development standsfor its awareness of interdependence and the change of its way to pursue nationalinterests through more strengthened international cooperations.Then, regarding why China wants peaceful development and how to verify it, first itcan be a way for answering why China wants peaceful development to prove that Chinais expanding its national interests through joining the international cooperations,especially through international regimes, though they regulate its behaviors and make ittake a reserved attitude toward pursuing its national interests at the consideration ofother members' national interests. However, for a selfish international actor, it's not easyand persuasive for China to accept the negotiations on its maximizing national interestswith other members even under not authoritative international regimes, which means itis needed to thoroughly analyze the relationship among national interests, China and theinternational regimes.For this matter, constructivists explain that once China joins international cooperations,it agrees to accept the related international regimes and share common knowledge which regulate its behaviors and regenerate new identities for China, later helping Chinaaccept renewed concepts of national interests. Due to changes of identities after joininginternational cooperations through international regimes as well as real cooperationbenefits, China's national interests have got change of combination in its nature.Therefore, focusing on the change of national interests after cooperation forinternational regimes, I set up an index, collaborated interests, to reflect the changevolume of national interests before and after international cooperation. If providng therelationship between collaborated interests and national interest, i.e., China findsinternational cooperation through international regimes can bring out increase of itsnational interests, it is sure that peaceful development can be a feasible way for Chinato increase its national interests. Likewise, if providing the relationship betweencollaborated interstes and China's sincere conformity to related international regimes, itis also assured that peaceful development can be an effective and credible way forChina to secure its national interests as well as prosperity and peace for the world.
