| The Human being is facing greater and greater challenges of sustainable development. Because of the differences of natural conditions, economic characteristics and social, cultural background in countries and regions, strategy of sustainable development is regional and practical. With the viewpoints of regional sustainable development and new ideas of open system, this paper studies the development of PoYang Lake Region (PYLR) to provide research results and some suggestions for government抯 decision-making, which is my initial motive power and basic principle of going in for this research. In this paper, comprehensive method of theoretical analysis and practical investigation, quantitative and qualitative analysis has been adopted. After summarizing the concerned theories of regional development and history of PYLR, especially the serious flood disaster in 1998, PYLR抯 open system of population -resource -environment-economy are studied. The author puts foreword people-land-water relationship model, in which people factor is the key, land is object and water is background. Finally the strategies of PYLR扴 development are posed and specific countermeasures are profoundly studied .The following are: Chapter 1, introduction part analyzes research object, method, purpose and significances. After the retrospection of PYLR扴 study and development, its experiences and lessons are summed up. Chapter 2 analyzes PYLR扴 natural, social and economic conditions and probes into the new challenges of its development .The condition is the 199 foundation of this research work. Chapter 3 introduces the concerned regional development theories and models at home and abroad, which provides use for reference. Chapter 4 is the theoretical foundation of this research. Taking PYLR as a open PRED system, this chapter points out that the essence of PYLR扴 PRED system is the relationship between people, land and water. The model of people- -land--water has been set up .The general objective of PYLR扴 development and harness is to realize regional sustainable development .The principles of superiority, comprehensive benefits, integrity, system and market should be followed. The focal points of its development strategies are to rationally develop land and water resources, set up human resource development strategy of population-education-employment-training for regional sustainable development, adjust industrial structure, construct small towns, protect ecological environment and make full use of science, technology and capital. Chapter 5 introduces land resource抯 development history, then quantitatively and qualitatively analyzes its present use situation and suitability in PYLR. Ways of land resource抯 sustainable development are studied. Land readjustment should be effectively fulfilled and rural land institution innovation should be strengthened. Chapter 6,on the basis of water resource抯 use history in PYLR, discusses the present situation and problems of water resource harness and analyzes the relationship between water supply and water demand.
