In this dissertation, theories and practice, both Chinese and international, of the development of the science and technology industrial park are examined; major hindrances to the advancement of science and technology industrial parks in China located and analyzed; and proposed strategies and solutions worked out by means of positive research, quantitative analysis and comparison. Chapter 1, based on a summary of the history of science and technology industrial parks in China and abroad as well as a critical review of theories on the development of science and technology industrial parks by Chinese and foreign scholars, serves as an introduction in which five key aspects to be tackled in the dissertation are set out. Chapter 2deals with a comprehensive quantitative appraisal of China抯 53 state-level science and technology industrial parks by step analysis, fuzzy multiple-factor analysis and cluster analysis, thus bringing to light the prevailing situation of polarization. Appraisal data and results herein are used a lot in the following chapters, forming the principal line of macroscopic and microscopic research in the dissertation. Chapter 3 includes an in-depth analysis of the economic status of the science and technology industrial parks in China through mathematics statistics and comparative analysis, indicating that problems of irrational development distribution, lack of innovativeness and slow growth of venture investment do exist. Solutions to these problems are put forward into Chapters 4,5, and 6 respectively, namely, a lozenged development distribution of the state-level science and technology industrial parks with Beijing, Shanghai and the Guangzhou-Shenzhen region as the primary growth poles and Wuhan and Xi抋n the secondary growth poles; a scheme of institutional innovation consisting of the introduction of a new mode of technological innovation that combines autonomous innovation with imitative innovation and the establishment of statutory regional administrative setups; and a general proposal that venture investment in China should follow the 損attern of scattered investment? Chapter 7 is a summary of the researches in question and a statement of areas where his dissertation is weak and where further study is expected.
