The impending WTO?s entry will be an enormous event for China?s politics and economy in the 21st century .The entry implies that China will join the mainstream of the world economy, and participate in the globalization of the world economy in an overall manner, marking China enters a new phase featuring an ?overall, multi ?level and wider ?field?opening ?up setup. With the time passing, the influence will become more and more evident. Every coin has two sides. China?s entry to WTO will greatly impact and even challenge the economy as well as its current economic system and governmental system. Thus, the entry will bring China both economic issues and polit- ical issues important enough to deal with. China?s entry to WTO firstly requires that governments at different levels behave as required by ~WTO rules. Systematically and thoroughly studying transformation of governmental functions and innovation of system in keeping with China?s WTO entry is necessary and urgent, and carries momentous the- oretical and practical significance. Guided by the fundamental principles of Marxism and Deng Xiaoping?s Theory, based on the current achievements of economics and ju- risprudence, by applying theoretical method, positive method, systems method, com- parative method, political analysis, economic analysis, system and behavioral analysis, the author, in the perspective of political science, conducts comprehensive research and theoretical analyses on transformation of governmental functions and innovation of system in keeping with hins WTO entry. The article consists of 4 parts: The 1st part focuses on the theoretical analyses on WTO, providing the back- ground for transformation of China?s governmental functions and innovation of system. Based on the four aspects of the history of WTO?s establishment and development, WTO?s tenet ~. functions and organizations, WTO?s basic principles, and WTO抯 basic requirements for government, the writer analyzes WTO 憇 formation, features and rules, particually the relationship between WTO and government. Each member government?s 4 CENTRAL CHINA NORMAL UNIVERSITY DEGREE THESIS acceptance and observance of WTO?s rules is the basis on which WTO exists and functions. Meanwhile, adapting domestic laws and rules on business and economy to WTO is the basic requirement for all the member governments. The 2nd part mainly analyzes the situation arising from China?s WTO entry. Both opportunities and challenges exist. China?s WTO entry will benefit the enhancement of China?s international status, China?s overall involvement in mainstream of the world economy, China抯 process of reform and opening ?up, and China抯 overall adjustment of economic structure. However~ there exists gap between WTO?s regulations, agree- ments and operating mechanism and China?s ideologies, market system, industry sys- tem, legal system, governmental system and public servants system, and severe chal- lenge is unavoidable. The 3rd part, centered upon WTO 慡 requirement for government, explores trans- formation of govermnental functions and relevant policies in keeping with China?s WTO entry. Firstly, the government should accelerate the transformation of functions, further strengthen the functions of macro administration, diminish the functions of micro ad- ministration, separate ceitain functions and transform functions of social administration.
