Research On Theoretical Exploration And Practical Conception In Construction Of The Service-oriented Government Of Socialism With Chinese Characteristics

The report of 18 th National Congress of the Communist Party of China focus on persisting in the road of socialist political development with Chinese characteristics and promoting the reform of political system and clearly pointed out that: To build a service-oriented government that it has scientific function,optimized structure and it is honest,efficient and satisfied by the people.The construction of China's service-oriented government must be guided by Marxist theory and to construct the service-oriented government of socialism with Chinese characteristics.The construction of a service-oriented government in our country is promoting gradually in the need of the reality.At present,in the process of construction of the service-oriented government in our country,we should pay more attention to this problems: the problem that setting up the concept of service of socialism with Chinese characteristics,the problem that understanding correctly that the government should perform the functions comprehensively and correctly,the problem that the government improve the system of democracy and the rule of law actively in the construction of China's service-oriented government.Summarizing the thoughts in government serve the people of Marxism and the thoughts in the construction of a service-oriented government of Socialism with Chinese characteristics is the key to solve this above problems.The paper has explained the thoughts in government serve the people of Marx and Engels,Lenin,MAO zedong and the thoughts in the construction of a service-oriented government of Deng Xiaoping,Jiang Zemin,Hu Jintao and Xi Jinping.Basing on the above problems that in the process of construction of China's service-oriented government,I put forward the practical idea in construction of the service-oriented government of socialism with Chinese characteristics guided by the thoughts of governmental service in Marxism: Inheriting the concept of governmental service in Marxism;Setting up the modern concept of governmental service that adapted to the market economic system;the construction of China's service-oriented government should adhere to the principles that not only stick to the root but also stick to the adaptability and not only stick to the step by step process but also stick to the urgency and not only stick to the importance of education but also stick to the importance of the demonstration of the government;performing the functions of the government comprehensively and correctly guided by the realistic problems,to perform the economic functions correctly is the core of the governmental functions and to improve the public service functions is the duty of the government and to perform the cultural functions comprehensively and correctly is the key of the governmental functions;Promoting the democratic system and the rule of law actively that oriented on the service-oriented government.
