Land is the base of every living thing and the most iniportant resources and assets of the people, by the people and her government or her country. Land use regulation, as an new 閛mponent of the land use system reform in China(not including Taiwan, HongKong and Macao), has just begun to operate in 1999 .It is a tradeoff between fully exerting land market抯 efficiency and government regulation to overcome the market failure in the nation抯 economic system transformation. It is of course the rational choice or game of public interest in the current political system (also in reforming). To foster and boom the land market, as the main body of land supply in the first class land market and the common authority in regulating the whole land market, the government must establish the market rules and plot out the effective working border between market and government. The hurry gestation and appearing publicly and some imperfect in two year抯 performance make it very necessary to have a penetrating study on theory foundation, practical reason, impact and improvement countermeasure of land use regulation. The first part is the theoretic study of land use regulation. There are four chapters in this part. In the first chapter, research topics are given in introduction and background of this research, research progress, methodology, thread and structure, innovation and shortcomings are also stated.
