The problem of Palestinian refugees has been a core issue in the Arab-Israeli conflict since 1948. Although schoolars in our country have published a series of research papers on the Middle East problems, they seldom study this problem deeply. In view of the above-mentioned fact, with the help of contemporary research achievement and document at home and abroad, under the guidance of historical materialism, civilization interaction, and human migration theory, this doctoral dissertation tries to discuss the problem of Palestinian refugees comprehensively.The birth of the Palestinian refugee problem was the major political consequence of the 1948 war which was under the background of Arab-Israeli conflict. From the historical perspective. The geographical character of Palestine is a kind of especial "corridor style" geographical character, Palestinian and Jewry in palestine have different evolutional course, the big powers have been contesting for their interests in Palestine for a long time, Arab countries which represented Palestinian at the early stage also have different interest quest, in addition Zionism development in palestine, all these factors aggravated and made the relationship between Palestinians and Jewry very complicated.After the first world war, Britain accepted a mandate from the League of Nations to rule palestine. In order to defend its own interest and maintain its rule over a long period of time, Britain carried out "divide and rule" policy in palestine which led to the long-term severe conflict between Palestinians and Jewry. In complete contrast to the Jewry, Palestine's Arab community failed completely to organise itself for statehood. During the conflict and the war, Thousands Palestinians were forced to leave their home. When the war ended, Palestinians were not allowed to go back their home. From then on, the Palestinian refugee problem and its consequence have shake the Middle East and acutely troubled the world for the past five decades.Arab countries could not accept their failure in the 1948 war, they decided toresolve the Palestinian problem by another war. Unfortunately, they failed again and again. It's impossible to resolve the Palestinian refugee problem under the continuance of the conflict and the war, which tended to become severity day by day. The history of Arab-Jewry hostility, the major structural weakness of Palestinian Arab society, the vicarious memory of humiliation and deprivation in the refugee camps which distribute in different Arab countries and areas. The refugee problem is not merely a humanitarian issue to be addressed on the basis of resettlement , adaptation and absorption. It is a political issue to be dealt with in accordance with international law and United Nations General Assembly resolutions. The refugee camps indicate the existence of the Palestinian refugee problem. A refugee camp is a socio-economic and political environment which plays a vital role in preserving a refugee community , protect the Palestinian existence and self-expression. It is also an expression of dispersion, is the concrete symbol of the Palestinian problem and the suffering of Palestinians. Many years past, several war never resolve anything but to worsen the situation of the refugee problem, every-side must find other approach to resolve this question.Peaceful exchange is the premise which the Palestinian refugee problem can be settled. The Arab-Israeli peace-choice not only is based on external strength equilibria but also is based on subjective rational choice. After 1973 war, Egypt took the lead in negotiating for peace with Israel. As time goes on, other Arab countries and Palestinians also adjusted their standpoint, identified with peaceful settlement of the Palestinian refugee problem. Subsequent to the initiation of the Middle East peace process in 1991,it has been addressed in a variety of ways as one of the most important problems. Although Arab-Israeli position is quiet different, negotiation also come up against many difficulties, it's the only way...
