Leadership Decision-making Methodology

Policy making is a basic responsibility for leading cadres. It can be defined and comprehended from different aspects. From philosophical aspect, policy making is a cognition progress ; from management science aspect, policy making is a managing activity. A political party' policymaking is to establish its route and to choose a method to fulfill its task. Policy making, in my view, is an analyzing, judging and selecting process through which a leader or an organization choose from several optional plans a scientific one to reach its specific aim. The choice must be made on the basis of possessing ample information and considering all objective conditions. The policy making process includes defecting problems, choosing target, collecting information, making and evaluating plans, coming to a decision, putting the chosen plan into practice, and adjusting the plan by analyzing the feedback information.In order to attain the possible better result, the policy making process should be conducted within a democratic, scientific and legal system. As policy makers, leading cadres should represent the masses' interests, do their best to promote economic and social development, and insist on the principle of "seeking truth from the fact ", " proceeding in all cases from actual conditions" and "making through investigation and studies. " the basic standard in our country to judge whether a policy making process a successful one or not is nothing but whether it represents the masses' fundamental interests. Scientific policy making system and perfect policy making regulation are therefore urgently needed. Two other factors which may influence the policy making process are also discussed in this thesis: 1, How to make the policy making process according to the law. Make policy according with the law is required by running our state according with the law, and it is also the realistic necessary need of the progress of policy making process. 2, How to promote the policy makers arts of policy making. Policy making has its unique character of practice and how to combine the principles with flexibilities is therefore an art. Without knowing these, no policy maker can come to a perfect policy.A perfect policy is made not only through a perfect system but also by a qualified policy maker whose political, cultural and legal qualifications are essential. China has already joined the WTO, and the globalization and information trend are being accelerated world widely. All these provide our party leaders with both challenge and opportunity to advance the policy making system more democratic and scientific one, and this matter has attracted attention from both theorists and men of action. The healthy development of policy making construction will play an active role in China's reform and modernization.
