Theory Of Public Decision-making Errors

There are many misplays in public decision-making and bring huge loss in public interest, on the basis of Herbert Simon's decision-making theory and James- E- Anderson's public policy decision-making theory, this article defines and categorizes the public policy decision-making misplay, then analyze the reasons of public decision-making misplay from the three aspects, such as elements (including values, information environment and technical), system and the process. We think the reasons that result in misplay in public decision-making are as fellows: 1. The value warp and irresponsible of the decision-maker, the distortion, shortage and overrun of information; 2.1dentify warp of policy problem, unseemliness of goal, unpractical scheme and choice scheme without rational.3.centralization of decision-making power and authoritarian system. In order to prevent misplays in public decision-making, this article suggest: 1.the decision-maker should bear responsibility for the misplay of public decision-making; 2.To enhance the qualities of leadership; 3.Reform and improve the public decision-making system.
