At present, there are some theoretical dissensions about the relationship between the financial growth and the economic development. In fact, sometimes people misunderstand the increase of the two kinds of proportions of finance. Financial departments at different levels maybe have a one-sided view of the revenue: the more the better. There are puzzles about the targets of deepening the financial reformations, changing the government's functions and building a frame of public finance. In order to eliminate them, we must explore the regularity of financial and economic growth under the socialist market economy, study the problems of rational financial scale and a series of important proportions by course of the relationship between the financial and economic development. It's of momentous theoretical and current significance for ensuring a continuous, rational and steady increase in the Revenue and building a kind of firm, balanced and strong national finance.By means of qualitative and quantitative analysis, this article tries to study the rational scale of our national finance and some important proportions relevant to it, then to compose the theory of financial scale in the socialist market economy. Moreover, the writer makes his own comments to the relevant proportions that are the urgent task in practice. Indeed, all of above are based on many researchers' works. It consists of 6 chapters and about 70000 words.The first chapter, introduction, includes two parts. One is the explanation of the study's necessity. Since the policy of reforming and opening to the world was carried out, numerous tasks remained to be undertaken. But the revenue was not enough to support the economic development. So it was very important to expand the financial expense by increasing deficit. However, the finance was implicated in the repayment, which attracted many attentions.Then the increase of the two kinds of proportions was set forth. We must vitalize finance to ensure the government's authority, realize the continuous, steady, balanced development of national economy and maintain the social orders. And it's also necessary for supporting and deepening the reformation to make success. The other is about the intension of the rational financial scale. A lot of scholars have made many remarkable achievements. First, this article introduces some west scholars' views and makes brief and objective comments on them. Second, it sums up the theories of social reproduction and social deduction from the writers of Marxist classics. It points out that Marx's theory of social reproduction is a very important view about the scale of financial distribution. And the theory of social deduction regulates the principle of the scale. Third, it introduces some scholars' views in our country and induces them into two parts: some for reference, some for deeper study. At the end, synthesizing all the points, the writer shows his own views by the course of the principle from Marxist classics. For needs of the public, finance is a special kind of arrangement of social resources. Its share in the distribution is decided by the structure of social reproduction. It is regulated by the financial functions, which are determined by the productive level and the specific economic system. And the quantities of live labors and material labors needed to fulfill the functions are determined by the consuming level formed historically. Public finance's function to arrange social resources is restricted by the objective needs of the whole society. At the different stages of economic growth, the focus of the financial functions is different. So the scale of public finance is inevitably fluxional in a rational interval. The top is the surplus value of the period; the bottom is the public need at the first level. The second chapter is a multiangular estimation of our country's financial scale.
