| As social development and particularly economic sustainable development is threatened seriously by disasters, each government has to attach importance to take active to reduce the loss of disasters. China is one of the minority countries which disasters are very serious in the world. All types of natural disasters, with high frequency and intensity, occur frequently. In recent years, with the rapid development of economy, various disasters continue to deteriorate. Frequent disasters have restricted development of our national economy for a long time. Therefore, studying the relationship between economic development and reducing and preventing disasters is of momentous current and far-reaching significance.So far, study of disaster economy in our country has some characteristics as follows: first, most of the research works are only about causes and technology of disasters which human or social disasters is rarely in natural science field. Researchers in economic circles who study disaster economy are in the minority. Second, focus is lack of full attention to the economic causes that make disasters seriously, which is only taken from the angle of disasters occurrence instead of combining disasters with the model of economic growth and development. Third, studies are mainly in scatter and narrow special field such as irrigation works, seismic works, agriculture and so on. Systemic theoretical and positive studies about disaster economy have not been done in our country.Up to now, economic is regarded as a subject which study economic growth and development in the economic circles, which is lack of thorough and Systemic researches on reduction of value such as negative growth, negative development and so on. Therefore, Systemic researches are weak link in both disaster science and economic science. Based on the background of the increasingly worsen disasters, the dissertation do some initial studies on theoretical framework and methodology, elaborating the economic development model of "disaster risk minimizing" and "deep green". On the basis of this, the paper do positive research on disaster economy of china, taking the west china as a typical regional and putting forward the corresponding measures for disasterprevention and reduction.The dissertation consists of five parts, the main content and innovation is as follows:1. Background and significance of disaster economic research. This part discusses the important significance in theory and practice. The theoretical framework and study methodology. As disaster economic study is at elementary stage, the whole systems of basic concepts, principle and theoretical basis have not been informed. So basic concepts concerned cleared up, the theoretical framework is founded and the study methodology system is discussed.3. Social and economic root cause of disaster. Based on introspecting classical growth economic theory, this part expounds the causing disaster effect on process of production and put forward that market failure and government failure is two causes leading to disasters through analyzing the disaster occurrence from the point of view of economics.,4. Theoretical economic development model of "disaster risk minimizing". Commenting on the shortcomings of the present economic development theoretical model, the paper discusses the sustainable development model of "disaster risk minimizing" and puts forward rational ways.5. Basic features and positive analysis of disaster economy in china.
