Major natural disasters,such as earthquakes,tsunamis and floods,have caused enormous losses to human production and life.As an important category of unconventional emergencies,the major natural disasters have not enough information,high demand uncertainty,emergency material shortages and other unconventional characteristics,and involves the local government,the disaster victims and social welfare donors and other different interests of the interactive process,And the rescue mission has changed significantly in different stages of the disaster event.At this time,the daily routine emergency management means and measures of enterprise organization is difficult to play a role.Disaster relief is dominated by the government.The disaster relief is composed of the emergency rescue stage,the transition resettlement and the post-disaster reconstruction stage,each stage will produce the different demand.Faced with different time and use of material rescue,financial relief and post-disaster reconstruction three of needs,how to effectively balance the optimal allocation of emergency resources has become one of the key problems in post-disaster rescue.The core research work of this paper consists of two aspects:First,in the second part,we discuss the mean and variance of the rescue demand based on the uncertain demand(according to the historical disaster data),but the Newsboy model,which does not know the specific demand distribution function in a given situation,explores the government's material relief and financial allocations in the case of donor uncertainty.How to weigh the distribution rights of donations under different policies.This paper analyzes the donor's contributions under different emergency resource allocation policies and how to select the optimal emergency resource allocation policy from the government angle,and proves the theoretical solution to each part,and draws the corresponding conclusion.Second,the third part of the study based on the second part of the research results.In addition to satisfying the disaster relief during the emergency relief phase,in addition to the demand for financial allocations,this chapter will consider the need for transitional resettlement and post-disaster reconstruction,and will redesign the model based on new considerations,thus creating incomplete information(the mean and variance of rescue requirements can only be inferred from historical disaster data,But we do not know the specific demand distribution function in a specific situation.The Government joint decision-making model,through solving the model,analyzes the effectiveness of the unit rescue materials in the three rescue channels,such as material rescue,financial relief and post-disaster reconstruction respectively,and the optimal theoretical solution of the total amount of resources available to the Government.Finally,this chapter is based on the case study of Yushu earthquake disaster relief.The innovation of this paper is:(1)Applying Newsboy model to disaster relief and disaster relief resources allocation.(2)Considering the high uncertainty of the disaster demand,that is,the mean and variance of the rescue demand can only be inferred by historical data,but the specific demand distribution function is not known in the specific situation.In response to the rescue needs at different stages of the disaster,in this paper,based on the present model of optimal distribution of humanitarian donated material for disaster relief and the research on two-channel Newsboy model in the existing literatures,considering how the government can meet the problem of material rescue,financial rescue and reconstruction of three kinds of demand in post-disaster rescue,An incomplete information newsboy model for optimal allocation of government disaster relief resources is constructed.
