The Research Of Technical Innovation Promoting Chinese Western Economic Development

The widening gap of economic development between regions will lead to serious impact and result in politics as well as in economy. Great opportunities for western region's economic development are the coming of knowledge economy, implementing of western development strategy and science & education strategy. It is of great theoretical and practical importance to study western economic development from the perspective of technical innovation.The aim of this research paper is to carry out profound theoretical and empirical analysis and put forward pertinent technical innovation strategy to promote western economic development.The main work in this paper includes: (1) technical innovation theory for underdeveloped economy: feature, variety and condition. (2) necessity and feasibility of technical innovation, the mechanism of western technical innovation to promote western economic development. (3) empirical analysis of western technical innovation. (4) on the basis of above theoretical and empirical analysis, to systematically put forward strategic points for implementing technical innovation in western region.Comparatively speaking, "western development", "technical innovation " are heated issues in recent years as well as traditional research. This research paper manages to analyze the issue from a new respective, hoping to carry out pertinent measures to western economic development.The innovation of this research paper is "incremental innovation" in the term of "technical innovation economics". It goes as follows in detail:1.Technical innovation for underdeveloped economy is chiefly characterized by: imitativeness (secondary innovation), excessive speed, and complexity. Choices of technical innovation for underdeveloped economy mainly include: cooperative technical innovation, imitativeness (secondary innovation) and agricultural innovation as well as industrial one. The basic conditions for technical innovation of underdeveloped economy are mainly: system, talents, capital, innovation strategy suitable to enterprise innovation resources, support of government.2.To implement technical innovation strategy in western region is both necessary and feasible. The mechanism to promote western economy excessive development through technical innovation is presented in three levels: enterprise, industry and regional economy.3.As shown by empirical analysis, of the western provinces, municipality and autonomous regions, only Sichuan, Shannxi and Chongqing rank in the national medium development level; the rest lag behind the twentieth place. The main reason for lagging of western regions technical innovation includes: system, scientific and technical capital input, overseas direct investment, knowledge development strategy, and so on.4. The strategic framework to promote western economic development is: to bring the basic role of market mechanism in resources configuration into full play, to utilize approximately globalized knowledge and technical overflow effect, to raise innovation effect through system innovation and to promote regional economy jumping development through technical innovation. The major items to implement western technical innovation strategy mainly include: to deepen system reform so as to make enterprise the main body of technical innovation; to build capital raising environment for western technical innovation; to increase governmental investment in education, fundamental knowledge and industrial general technology; to enhance knowledge property protection, to promote service efficiency in hi-tech area, to import technology and promote secondary .innovation, to push on cooperative and agricultural technical innovation; to enhance enterprise technical innovation management.
