Facing the severe situation of large gap between the western and the eastern economic, we should implement develop-the-west strategy to realize the balance of regional economy development between the west undeveloped area and the east developed area in our country. Without the government's leading, participation and regulating, it is difficult to realize this goal; only the central government leading, and the local government is not participant in, this kind of balance is difficult to realize either. As the regulator of western development, western local government is the important guarantee to finish this strategic task smoothly.
