Private economy refers to means of production belong to private ownership under the employment relationship whose main purpose is to gain most profits. Actually, it's a kind of captilism economy, Private economy appears adapting to our socialism economic development. As soon as its appearance, it has been playing more and more significant robs in all aspects of life. In addition, it is becoming one part of socialism market economy. China's communist Party takes the proper routes, policy and method, apt to China's situation so as to provide us the theory base and practice base for China's economic development.Since the foundation of China, private economy theory is divided into five phrases: (1) to ecourag the development of all sorts of non-publicly-owned economy in order to recoverish National Economy from Oct. 1949 to the end of the year 1952; (2) to rebuild it since the transforming routes provided to the end of year 1956; (3) to limit and reform it after the 11* National conference in 1978; to take the policy of critisize, regate and canceal it after the cultural Revolutionary; (4) to define it as "beneficial supplement" between Dec. 1978 and the 15th National conference (1997); (5)to regard it as one part of socialism Market economy" by emphasizing sticking on public system as the main principle of development from 15th National Conference.At present, the resears for the existence and development of private economy are: (1) It's fit or the principle of means of production must be fit for production capacity; (2) It's the necessary results of socialism primary phrase; (3) It's the request of realizing socialism; (4) It's the objective reguest of establishing and perfecting socialism market economy; (5) It'sthe inevitable consequences of ownership structures.According to the main request of socialism market economy added to the barriers faced by private economy, the author has the idea that we must solve the following three problems so as to make private economy the hope of China's economic development in the 21st century, (1) to northerly emancipate ideology to manange economy on the base of the 15th National Conference, (2) to provide the proper environment for its development; (3) to reinforce the maragement on it and to transform the modes of economic development.The cardinal principle for caliberating private economic development is whether its development do good to promoting production capacity in the aspect of production capacity, while the priciple from the Means of production is whether private economy will decrease, threaten, oven replace public economy.The trends for private economy are as follows: (1) trend to be a long term one; (2) expard to the field of teritiary industry; (3) transform from short term to lone one of investing;(4) develop on the base of science and technology; (5) trend to modernization supplicating family-owned management; (6) develop into a mixed type for its structure; (7) extend from regional one to transregional even transnational one.
