Discussion On The Chinese Communist Party's Ideas About The Private Economy Since The Third Plenary Session

How to do with the private sector of the economy remains an important theoretic and practical problem in the revolution and construction of China. Around the establishment of New China, the Communists, under the leadership of Maozedong, expounded the theory and policy to use and develop the private sector of the economy in a complete and systematic way and made hard and tortuous explorations in the socialist private sector of the economy. Since the Third Plenary Session of the Eleventh Central Committee of the Chinese Communist Party, the second and third generations of the leaders in the core of Dengxiaoping and Jiangzemin concluded the experience and drew a lesson from the first generation on this problem. They re-understood and further investigated the private sector of the economy from practice to theory, and made important progresses in permitting and encouraging the development of the private sector of the economy, having a correct understanding of the nature of it, and protecting the legal private properties. They also determined that the system, in which public ownership is main part and various ownerships develop jointly, is the basic economic structure in the primary period of the socialism and also the important part of the socialist market-oriented economy of our country. The owners of the private enterprises are also the constructors in the undertakings of the socialism with Chinese characteristics. To develop the private sector of the economy we must adhere to the policy that public ownership is the main part, common prosperity is the direction and "three beneficial to" is the standard and the principal that resists the negative effect of developing the private sector of the economy. The Communist Party's re-understanding of the private sector of the economy is guided by Marxism and Dengxiaoping's ideology. The social developing law of Marxism and the social primary period and social essence of Dengxiaoping's ideology lay an important foundation for the formation and development of the understanding of the private sector of the economy. Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party, the Communist Party's ideology of the private sector of the economy have enriched the Marxism and have fulfilled the surpassing of the first generation of leaders' ideology that "we must abolish capitalist system, but we can take some capitalist steps."...
