Research On Policy Issues Of Promoting Private Economy Development By Jilin Provincial Government

Since the reform and opening up,the development of private economy has made great progress and received more and more attention.As an important part of the national economy,the private economy plays a key role in promoting economic growth,boosting social employment,achieving scientific and technological innovation,and maintaining social stability.In the case of provincial administrative regions,the private economy can help the region to vigorously develop the tertiary industry,fully absorb surplus rural labor,accelerate the urbanization and industrialization process,as well as sufficient finances to improve public utilities.However,the small size,limited capital and low technology of private enterprises make their development easily constrained by the external environment,and government policies on private enterprise development will naturally have an important impact on the development of private enterprises.Therefore,what kind of government policies should be formulated to create a relaxed and high-quality environment for the development of private economy and help private enterprises overcome the difficulties and obstacles they encounter,so as to enhance the market competitiveness of private enterprises is a problem we should pay attention to,which is the basis of the idea of this thesis.The author tries to use the theory of government-market relationship,the theory of government economic management function,and the theory of public policy as the basis of theoretical explanation,and analyzes in detail the role and effectiveness of the policies of the Jilin provincial government on promoting the development of private economy in conjunction with the policies of the Jilin provincial government on the development of private economy.At the same time,this paper reviews the history of Jilin provincial government’s policies on promoting private economic development since the reform and opening up,and further analyzes some problems that still exist in Jilin provincial government’s policies on promoting private economic development,namely,the lack of systemic policy system,the lack of policies on promoting private economic development,the lack of financial support policies,the lack of sound social service policies,the low effectiveness of science and technology innovation policies,etc.The reasons for these problems are then analyzed.Finally,after drawing on the experience of foreign local governments in promoting the development of private economy and its inspiration,we try to propose countermeasures to further improve the policy of Jilin government in promoting the development of private economy,such as transforming government functions,improving the guarantee policy,improving the policy of supporting services and improving the policy of innovation and transformation.
