The central issue discussed in this dissertation is the national legal system construction, the unique aspect of the socialist legal system construction in China as a multinational country, through studying the basic theories and their practice of the national legal construction to sum up the experiences. The rights' theory, which is one of the important aspects of the rule of law theories' study, could be examined from the national relation's part, and this is the minority's rights involved in today's International Law and internal law of all countries. We think that the Chinese Regional Autonomous System of Minority Nationalities which forms one basic part of the Constitution of the People's Republic of China is a succeed reflection in the legal construction of a multinational country. This System guarantees the equal political position of all nations in the state life and realizes the principle of rule of law of, which is 'equality before the law' by arranging legally the minorities' autonomous rights in a certain areas.Chapter One: Introduction to the main relation between the minorities and the rights' theory.Chapter Two: Basic theories on the national legal system.Chapter Three: Chinese practice on the legalization of national relation: mode of democracy reform.Chapter Four: Chinese practice on the legalization of national relation: regional autonomy of minority nationalities.Chapter Five: Chinese national relation in developing and its appreciation in the legal theory.Chapter Six: Rule of law in the multinational country: the national legal system and its Chinese experience.
