Some Thoughts On Developing Harmonious National Relation In China

With the deepening of reform and opening, as well as the progress of the era, national relationship shows the new features in the new historical period. In the central ethnic work conference, the 4th national commendation conference for national unity and progress held by state council, General Secretary Hu Jintao representing Central Leading Collective made the important speech. He clearly stated"socialist national relation of equality, unity and mutual aid in our country is continuously consolidated.""Harmony"has become the essential attribute of socialist national relation in our country. Harmonious national relation is the solid foundation for constructing Socialist Harmonious Society. After more 80 years practice and exploration, our Party having experienced hardship and sharp grinding on the way of combing national theory of Marxism with China's national practice, have handled complex national relation successfully and made great contribution in the history. For a long time, our country has been disturbed by many factors such as the economic imbalance between different areas, the influence of anti-china power overseas, population flow, environmental development, cultural communication among different nationalities. What's more, these factors are interleaved and become more complicated, which influence directly or indirectly the development of harmonious national relation in our country from many angles. The development of harmonious national relation has more practical significance especially after the incident happening on Mar. 14th.2008 and the attacking on police in Kashgar.Harmonious national relation is the solid foundation for constructing Socialist Harmonious society and powerful guarantee for social stability as well as co-prosperity of all nationalities. Generally speaking, harmonious national relation is the amiable one with mutual respect as foundation and with equality and fraternity as premise. Developing harmonious national relation in our country constructing Socialist Harmonious society is beneficial to constructing Socialist Harmonious society, for harmonious national relation is helpful to economic development, political stability, cultural prosperity, social stability and Reunification of the Motherland. Developing harmonious national relation is determined by our national situation and common wish of all nationalities in our country. Only if we took national theory of Marxism as the theoretical foundation and combined it with our national practice, we could develop harmonious national relation better in our country.Our party and government have got great achievement since Liberation.Now national relation is harmonious and stable in general. However, it has to be realized that harmonious national relation needs further development. The unfavorable factors that effect harmonious national relation still exist. Such unfavorable factors are as followings: firstly, there are some problems in the practical implementation of Regional National Autonomy System. Specially speaking, autonomous regions can not exercise autonomous right very well, which leads to the loss of autonomous right. Because our country is at primary stage of socialism, the basic situation of China determines the existence of gap in the development among different nationalities. Such realistic gap makes several problems still exist in the distribution of political right. Secondly, historical and regional causes become the economic factors that effect the harmonious development of national relation, that is, the uneven distribution of interests as the result of the imbalance of economic development between minority areas and non-minority areas. Thirdly, contradictions caused by the constantly strengthening of national consciousness, different customs and religions are the cultural factors effect harmonious national relation. These contradictions are people's interior ones caused by deficiency of cultural communication among different nationalities. The last one is the international factor that effects harmonious national relation. The continuous infiltration of international anti-China power and national splitting force increases the unfavorable influence on national relation in our country. Such influence also harms greatly national safety and national unity.We have to face these factors effecting harmonious national relation positively and make the corresponding path thought. Firstly, Regional National Autonomy System should be implemented correctly. During the process of this, the exercise and use of autonomous right should be insisted on and improved, which combines Regional National Autonomy System with practical situation and promotes the development of autonomous areas. At the same time, cadres contingent building should be insisted and perfected. Only with the cultivation of large quantities of minority cadres who are faithful to our country and Party, and have high degree of ideological consciousness, could the development of harmonious national relation be better carried out. Secondly, the economic construction should be strengthened feasibly. Minority areas should grasp the advantages of their own geography and resource, turn these advantages to strong industrial competiveness and realize the leap of economy with the great help of preferential economic policy of our country for minority areas in the western China. Thirdly, the variety of traditional cultures of different nationalities should be protected and cultural communication should be promoted positively. Through cultural communication, identity could be increased and misunderstanding could be decreased. National cohesion of China should be strengthened and development of harmonious national relation should be further promoted.Fourthly, national splitting activities should be severely attacked by legal means. In order to do this, first of all, the effective means of optimizing internal environment should be adopted. No matter how international anti-China power and national splitting force filtrate and do great damage, only if we had good environment, and insisted on the leadership of the Party as well as national unity, could we get the final victory on the anti-splitting war. Moreover, anti-splitting war in the ideology should be leaded correctly and positively, and consciousness of Party leadership should always be carried out. Through unceasing efforts, we would welcome in all- round development of harmonious national relation and the Great Rejuvenation of the Chinese Nation.
