Our country is a nation that the farmer population occupies the overwhelming majority, and the agriculture is the foundation of the national economy. So this general national condition has decided that agriculture, countryside and farmer's problems always hold a position of paramount importance. The elementary organization in the countryside is the forming cell of our politics, economy and society of our country, and the condition of elementary organization of the countryside is directly concerned with our reforms, development and the stable overall situation, and is also directly concerned with the settlement of "agriculture-countryside-farmer " problem. Therefore strengthening the construction of the elementary organization in the countryside is of the most important significance.Owing to the above cause, how to strengthen elementary organization in the countryside is a hot problem being continuously studied and probed in the theory circle of our country's researchers, and the achievements of research, especially those of research in construction of the elementary political power organization and economy organization, are abundant.
