China's Rural Labor Reflux Study

This thesis mainly studies the reflow of the countryside labor flow in the progressing period after the foundation of our nation, from the perspective of the most active productive element of labor flow. It analyzed the general situation of the reflow problem in countryside labor flow, the reason, and the essence characteristic, the positive and negative effect as well as the countermeasure and suggestion. The paper illustrated the influence of the labor reflow to the countryside social economy, the importance to impulse the modernization of countryside economy development. The purpose is to discuss how to encourage the positive reflow and made it a cosmos reflow to promote the economic development, and solve the country-famer-agreculture problem, and it is of great importance to the goal of building a wealthy-society.The thesis consists five parts:In the first part, it elaborated the historical generalization of the labor reflow in the countryside after the establishment of our nation, especially the situation in the mid- fifties, the early sixties, the late eighties and the mid nineties.In the second part, it analyzed the essence nature and practical effect of the countryside labor reflows in terms of region, demography, profession and conception. It analyzed the positive and negative effect from the two perspectives of city and countryside and find out the way of how to exalt the advantage and avoid or diminish the disadvantage.In the third part, it mainly discussed the major reasons of the countryside labor reflow by using economic system transition as a division line, this is the alternation that the countryside labor made according to the change of their own situation and outside objective environment on the basis of the analysis of cost and benefit. However there was somedifference before and after the economic system transition, i.e. the policy government conduct, and the voluntarily individual conduct.In the fourth part, it generally expounded the countermeasure and suggestions to the countryside labor reflow. It admits that under the premise of the existence of the outflow of countryside labor, the reflow should not be neglected. On one hand, it is important to reform the systematic barrier and policy barriers that hinder the countryside labor flow to the cities and towns, and let the in-town labor stay in town to avoid the reflow, on the other hand, to encourage some of the high qualified labor reflow to further develop agriculture, non-agricultural industry, town corporations, and evaluate small towns, reform countryside political system, and lead active labor reflow.The fifth part is the research center of countryside labor reflow problems. It discussed the active function and how to encourage and direct positive and reasonable countryside labor reflow, and the promotion to the development of countryside economy, as well as the promoting function to the realization of wealthy society. We must recognize that the hardest and most important task to attain the great goal of building a wealthy society lies in the countryside, therefore, our reform and development center should transfer to the countryside gradually, and make the two wheels industry-agriculture, city-town move collaboratively.New viewpointln terms of topic, the paper takes the hot problem of the reflow in labor trend and made further systematic analysis.In terms of content, the paper discusses the general situation, the reason, the characteristics, the form, the effect as well as the countermeasure of the countryside labor reflow after the foundation of our nation. The full and systematic analysis in various levels is the unique part of this paper.In terms of style, it combines the theory research and policy research together to make macroscopic analysis and qualitative analysis, associatedwith demography, economy, and sociology. Based on these analyses, it put forward some concrete countermeasure suggestions, in this way the high academic value and practical application value are embodied.
