China National Offshore Oil Development Strategy And Management Research

Based on systematic analysis of the developing background of CNOOC, its developing potential and the importance for national economy construction and state strategic safety, combining with medium and long term developing goal of CNOOC, the strategy of China offshore petroleum exploitation and management were studied in this paper.Offshore petroleum has very important strategic significance for national economy development and state safety. Under the critical circumstances our resources encountered in our country, a long-term strategy is proposed, which can solve energy crisis, that is to strengthen exploration and exploitation offshore oil and gas ,so as to ensure the rapid development of it. Thus this strategy can provide powerful energy guarantee for our country's economy development and state safety.The rapid rise of offshore oil output is the basis and kernel of this strategy by which CNOOC can realize its overall development strategy. Based on techniques existed and according to ODP, "the tenth five-year project" and "2015 prospective program" are framed. So this programming is made according to three exploitation modes, that is, primary recovery, secondary recovery, and tertiary recovery, it is rational , but not the best. Therefore, there is the possibility for further improving and developing this programming.Of the offshore oil reserves proven up at present, the heavy oil in Bohai bay occupies big proportion, but which has a lower water flooding recovery. So EOR technology that aims at enhancing water viscosity has a large potential in this area.After sufficient study and analysis of the offshore oil exploitation mode and the development of oil production technology in recent years, this paper put forward a new offshore oil exploitation mode that relies on the newest technology in oil development area and aims at enhancing oil recovery and the most economical benefits, that is to say, striving for enhancing oil recovery is the strategic goal of oil exploitation and production, as well as oil exploration. And the guidance is realizing the most recovery in the least time. And the base and technology guarantee nowadays is to employ polymer flooding to increase over 10% recovery, taking advantage of new technology to improve oil output and the capacity of oil field to a large extent and to speed the oil production velocity and to shorten the span ofprimary recovery and blur the limit of secondary and tertiary recovery and incorporate the two processes. Which are the two series of technology for enhancing oil recovery and improving and stabilizing oil output. Optimizing, combining and comprehensively applying the two series of technology can enhance oil recovery to a large extent ,at the same time , which can shorten the span of oil exploitation greatly and achieve more social and economic benefits.The technical foundation of the new mode includes moderate sand prevention completion technology in heavy oil reservoir, borehole lift process technology in deviated wells, polymer flooding and combination chemical flooding technology to enhance oil recovery, and the development of polymer used under high temperature and high salinity and etc.The application of the new mode will produce entirely new concept of offshore oil exploitation. It not only can improve oil utilization efficiency and exploitation benefits, but also offers technical support for CNOOC realizing "the tenth five-year project" and "2015 prospective program". At the same time, it will drive rapid progress of a series of technologies and correlative knowledge and form a series of new offshore oil exploitation technologies that have self-determination knowledge property right.
