For half a century , in order to drive out imperialist forces .overthrow the brutal rule of feudal serf system of religion and political confusion, put into effect regional autonomy of minority nationalities, and implement reform and opening-up and socialist modernization construction .the people of all nationalities in Tibet .under the leadership of the CPC and with the support of the people of all ethnic groups across China ,have made vigorous efforts .taken part in long and arduous struggles and started a brilliant way to successfully carry out new democratic revolution and construction , socialist revolution and modernization construction in border areas of minority nationality .At the historical time when the twentieth century has passed unhurriedly and the twenty-first one has come proudly to conduct comprehensive, objective and conscientious study of the CPC' s guiding principles and policies for Tibetan work in all historical periods and make a scientific summarization of the past experience of the Party' s tasks in this region , is not only helpful for the people in China and the whole world to know Tibet thoroughly .but also has important and realistic meanings, long and historic senses and special and political significance for safeguarding unity of the country, opposing split of the nation, establishing socialist ethnic relationship of equality and mutual help, solidarity and cooperation and common prosperity, and advancing the economic development in a leaping way and the long-term stability of the society in Tibet.This thesis consists of eight parts with the introduction in the front, six parts forming the text in the middle and the concluding remarks in the back.As a logical start, firstly, the introduction discusses the high emphases on Tibetan work laid by the three generations of the collective leadership of the Party' s Central Committee, illustrates the important position of Tibetan work in all the Party' s tasks and explains the study range and significance of this thesis . Secondly, it generalizes the current state of study for this task in domestic academic circles. Finally, it briefly introduces the basic frame, research method and main views of the thesis.Chapter 1 mainly discusses the historical process of formulating the policy of "Liberation in peace, maintain the status quo temporarily". The Party' s guiding principles of liberating Tibet peacefully was fixed, but in what tactics can the goal be got to? It was Research Chamber of Army 18 that first put forward the policy of "maintain the status quo temporarily" to liberate Tibet in peace and at the same time expounded the fact of "One country, Two systems" formingin the structure of the state so as to resolve Tibetan problem peacefully, but there were no tentative ideas of "One country, Two systems" in theory, so conclusion that the model of "One country, Two systems" had been practiced in Tibet can't be drawn.Chapter 2 reveals the necessity and possibility of Tibetan democratic reform, especially analyses the background of "Great development, Great contraction" with new information and describes the high originality of the Party' s Tibetan democratic reform in theory and policy through the analyses of thirty-eight policies for the reform which were carried out from March of 1959 to January of 1961.Chapter 3 illustrates the new democratic nature of the society in Tibet from 1961 to 1965, historically inspects the facts that "the policy of steady advancement" didn' t appear immediately after putting down the rebellion and starting the reform, and that the policy didn't last till later of the new democratism in Tibet. It also describes in details the past reasons why the policy was first approved, then denied and finally affirmed, summarizes some experience in exploring the way to build a new democratic society in this area, and gives a preliminary investigation on the policy of the united front in this period.Chapter 4, according to the newly-collected information, depicts and analyzes the course of initiation...
