With the collapse of the Soviet Union and eastern European socialist powers during 1980s to 1990s, the communist parties lost their powers. Many western politicians and scholars demanded that socialism had been "dead" and that "communist party's be-in-power had been past", it is not true. In fact, the communist Party is still a strong power, and socialism is active in China, Northern Korea, Laos, Vietnam and Cube. On the other hand, it is necessary to review the history when the communist parties were in power in 20th century. We have to think over the causes and lessons what happened in the Soviet Union and the Eastern Europe: what is worthy to be affirmed and what is failed during their being-in-power. It will be helpful to the communist party to be in power more successfully in 21st century if we sum up the experiences and lessons of these parties.This dissertation is consisted of introduction, main body (five chapters) and conclusion.Chapter one: the road of the communist party becoming the ruling party. This chapter mainly discusses the ruling system and its characteristics of the Russian Communist Party which was set up by Lenin after the October Revolution in 1917.What should be pointed out is that Lenin's ideology about proletarian revolution and proletarian dictatorship reflected his understanding of the thoughts of revolution and dictatorship of Marxism, and it is also the starting point for Lenin to design new Soviet state power.Chapter two: the tortuous course of the Soviet Union Communist Party to be in power. This chapter emphasizes that Stalin did not reform according to Lenin's thoughts, on the contrary, he strengthened the centralization in the power system of communist party. In fact, the power model what was established by Stalin was highly centralized leader system and individual arbitrariness, which reflected duality in practice. On one hand, it propelled the society forward; on the other hand, serious defects were revealed.Chapter three: the establishment and development of Chinese Communist Party to be in power. What should be pointed out is that CCP focuses on Chinese people's interests consistently, and it explored its own way in party's construction, that is why CCP could avoid the tragedy what happened in the Soviet Union and the eastern Europe.Chapter four: the value orientation of communist party being in power. This chapter emphasizes that socialism is an ideal which has been longed for by people for thousands years, and that we can realize this aim under the communist party's leadonly because both capitalism and "third road" cannot solve the social problems we faced at present.Chapter five: the lessons of communist party's in power and the law of be-in-power. This chapter emphasizes that we should correctly understand and deal with the relationship between party's lead and party's be-in-power.It concludes that we can advance if we conscientiously study and solve new contradictions and new problems which arise in party's construction.
