In knowledge economy society, with the economy globalization, competitiveness internalization, workers holding knowledge have become the core resource of organization, and they have become the majority of the workforce. With knowledge worker as the research object, this research mainly studies the critical theoretic issues on knowledge workers' competencies, such as identification of effective competencies related to performance, competencies appraisal, and competencies development in short and long terms, to construct and develop the theory of competency-based human resource management.In chapter one and two, it is analyzed in detail that the impact of changing economic and social environment to human resource management practices. Based on the critical challenge of current human resource management practice confronted by enterprises and the last development of related theory, the framework of competency-based human resource management system for knowledge workers is come up. Then the competency-related theory of human resource is reviewed to make a solid foundation for later research.The focus of chapter three is to study the identification of effective work competencies and the interior structure of individual's competency. Adopting the perspective of organic competencies, it studies the relationship of strategic competence, organizational competence and individual competency, and works out an integrated competences framework. Through empirical studies the relative importance of competency elements to both management personnel and technical personnel is compared and the organic characteristic of competency is also confirmed.Grounded on the organic characteristic of individual's competencies and the synergic nature among competency elements, the fourth chapter studies the "synergy appraisal" method of knowledge workers' competencies in order to overcome the defect of traditional linear appraisal methods. To improve the objective and rationality of appraisal, the possible rating error of various rating sources are analyzed from various aspects, that is the channels of information acquiring, the type of information used, the cognitive schema of information interpretation, then the appropriate conditions of each rating source applicable are worked out.Workplace learning is the main approach to improving competencies of knowledge workers. Based on the competencies' improving mechanism in learning process, three types of learning are summed up with a detailed analysis of the competencies dimensions that each type of learning most applicable. The latter part of Chapter Five, focusing on the study of fit between learning strategies, job characteristics, task environment and learner's characteristics, expands the roles organization should assume in order to facilitate individual learning, and analyzes the relation between the roles played by the human resources departments and individuals learning effectiveness.Chapter Six studies the process of individual competencies development and accumulatiom from the perspective of career, and analyzes the competencies increasing mechanism in the course of career development, and thereupon put forward a competencies-based theory of career development. With empirical studies, the development priority in each competencies dimension, the relative importance and the competencies gap in each phase of career development is studied.Conclusively five career patterns are classified with the study of the characteristics of competencies in each career pattern and their relation with organizational strategies.In Chapter Seven, a competencies development system dynamic model is formulated used an enterprise as case. A study is also made of the optimal intensity of competencies development, the internal proportion of competencies development resource allocation and the internal structure of workforce, and provides a theoretical background for competencies development in organizations.Finally conclusion is made, and directions for future research is discussed.
