The concept of Organizational Core Competency, originated from organizations'strategy, is developed to explore key factors affecting organizations'performance and to help improve the performance through studies on organizational behaviors. Nowadays, we are at the transforming threshold of our socialist causes, which calls for power improvement and creative development and demands government to be more strengthful and with more remarkable performances. As a result, exploratory study on the core competency of western township government will be helpful for acquiring key factors affecting their performance and provide theoretical and practical proposition for carrying out reforms in western township government, solving the"three rural issues"and fulfilling the"building a new socialist countryside"responsibility.Reviewing recent related articles, we concluded that studies on core competnecies from organizational aspect are not less than those concentrating on personal aspect. However, those organizational studies are mainly concerned with enterprises or firms. Little attentions have been paid on pulic service departments.In this study, achievements and development of research on competence and core competencies were reviewed first. Then we applied the research design and methods from abroad research papers, made a thorough document analysis and finished structural interview, on which basis the"Questionnaire of organizational core competence for local government in China"was prepared by using expert evaluation methods and statistical methods. Next we sent and received a large number of questionnaires, applied SPSS13.0 and AMOS4.04.0 to make exploratory factor analysis and confirmatory factor analysis respectively and found core competence for local government in west China consists mainly of 14 factors in 6 dimensions such as public service attitudes, management of government images, administrative capacity in accordance to law, economic regulation capacity, implement capacity for strategy planning and building information society and so on. Based on a following differences analysis, we concluded that civil service in local towns made significantly different evaluation on certain factors of core competencies as different working department, different regions, different ages, different sexes, and different work and study experiences were involved. Targeted advices and countermeasures for improving performance of local governments in western towns were provided as the last part of this study.As an exploratory study, our work may retrieve the inefficiency of researches on public organizations and enrich the theory of core competencies. Meanwhile, it will also play practical roles in providing reliable guidelines for the government reforms and improvements as well as helping the enforcement of"developing the west"strategy.
