The tariff and non-tariff policies have changed greath after China became a member of the WTO. Tariffs were lower and new non-tariff policies were implemented in iniormation systems, the textile industry, engineering industry, agriculture and forestry. The trade laws and regulations will be decided upon, industry structure will be changed, and the economy will be organized more efficiently. After studying the trade policies of some countries that are members of Ihe WTO, we have found that the economy and peoples" lives have changed dramalically when tariff and non-tariff policies changed. It is impectant for us to gain experience from the successes of economically stable countries. We can use these experiences to finish our reform of Chinese trade policies and try to achieve more economic stability after China bcome a member ol the WTO.In this paper, we compare and analyze the tariff and non-tariff policies between China and some foreign slates, analyze the economics affects and the reasons for success or failure. We use international trade theory, economics theory and econometrics methods to analyze the general and special character of our trade policies. We renew some concepts and classifications that are easily understood and suggest some methods to check the reasonable of certain trade policies. We compare and analy/e the tariff and non-tariff policies in agriculture, forest industry and in the new industry between China and foreign stales, and find reasons why these inclustries in China do not work well after many years of government protection. We try to find a good way to improve our economy and trade in China. We set an advantage econometrics model that can be used to develop the economy and improve employment opportunity in China. We give some advice for Chinese government and companies in China. The countries and areas discussed in Ihe thesis include China. North American free Trade Agreement, Huropcan Union, Japan, British and Brazil.
