A Tariff Concession Study And Policy Analysis On China's Agricultural Products

Tariff reduction is the must result of the trade liberalization and it is also the important part of the market access in WTO negotiation. Tariff concession will affect the domestic price, the advantage of producer, the welfare of consumer and the revenue of government directly and indirectly. The direct effect is that tariff reducton depress the protect level of the agricultural and it will impact on the domestic agricultural market. Nowadays China is the member country of WTO, so the agricultural trade should keep to the regulations of WTO, and! the tariff must be cut according to the cutting formulae. In the new round negotiation, how to reduce the tariff is still the focus. Because of the short negotiation time and shortage of the experience, every member countries try to make good use of their right to constitute the regular for their own profit. They have respective proposals for the tariff reductin, because they have different aim and expectation.The paper studies the question about the tariff concession of agricultural product. Firstly, we sum up many natinal and domestic research from five aspects. They include tariff theory and policy, effect of the tariff adjusts, the policy of the agricultural tariff, agricultural tariff concession mode and some important questions in the new round WTO negotiation. Based on the summary, we can find the problems and try to solve them. This paper studies the characteristic of the China's agricultural tariff level and structure through many natinal and domestic trade data. This paper utilizes the equilibrium analysis method to research the tariff-reduction effect of all the interest group and in order to estimate the effect of the tariff concession. At the same time, the paper points out that in the demonstration analysis, there are a lot of problems to restrict the effect analysis, such as the elasticity of the import and specification of the trade data. To solve this problem, the paper establishes the applied index to evaluate the effect. Through simulating agricultural tariff concession in China, the paper analizes and compares the series of index to provide the judge standard of the tariff concession policy.
