It's an duty-bound for economists to study the development of the backward areas. China is not only the largest developing country in the world but a country with extremely unbalanced development in different parts as well. Since China has carried out its reforming and opening-up policy, the gap between the east and the west became larger and larger, which has greatly impeded China's modernization. Originally speaking, the gap between the east and the west is embodied by the gap between rural areas of the west and the east. Therefore, to speed up the modernization of western rural areas has become a vital problem to China's modernization, which is also an important research topic for theoretical and practical workers.According to the standpoints of Development Economics and modernization practice of the backward areas in other countries, government acts a very important role in their development. With the economic globalisation and China's entry to WTO, I choose On the Governmental Behaviours in Modernization of Rural Areas in West China as the title of my dissertation, exploring avenues to an effective settlement to bring the governmental behaviours into full play, to speed up the modernization of rural areas in west China and to reduce the gap between the west and the east. No matter from the angle of the reality and necessity of this topic, or from the development of economic theory and its guidance on practice, study on the development of backward rural areas has a special meaning. From the angle of theory, up till now, the theoretical study on government's role and its boundary in modernization of backward rural areas in the western China is still very limited. Within the system bounds in China's reform from planning system to the market system, neither the "night watcher" theory in free market economics nor the "market failure" theory in modern market economics can effectively explain and guide the governmental effects and behaviours in modernization process of rural areas in the west today. Thus, a new exploration of economic theory is essential. This dissertation is an attempt on this aim, Study on this problem will help to enrich the theory of government behaviour and the theory of regional development in China's economic reform; From the angle of the practice, with the coexisted opportunity and challenge, modernization of rural areas in west China now is facing a complicated situation inside and outside. This special situation requires both central and local governments to transform their functions and bring force new ideas on institution reform, so that the governmental behaviours can be restrained in a scientific and restraining institution structure. From this point, we can conclude that how to regulate and give full play to the governmental behaviours in modernization of rural areas in west China becomes the key problem to this process. So study on the governmental behaviours in modernization of rural areas in west China has great realistic meaning and practicalvalue; From the angle of policy meaning, an accurate location of the governmental behaviours in modernization of rural areas in west China will greatly promote the efficiency of governmental policies and behaviours. Besides, it will provide a theoretical foundation and policy reference for central and local governmental policies.This dissertation brings forth a new idea creatively and provides a systematic discuss on it. I advocate that the location of governmental behaviours must keep its effectiveness as the only standard. The whole dissertation centres on how to promote the efficiency of governmental behaviours in modernization of rural areas in west China, and studies it under a macro-background, that is China' entry to WTO and transitional economic institution. By comparative studying on governmental behaviours in different market modes, I summarize the common features and specific features of governmental behaviours in different market modes in the dissertation, hoping to build a reference system for the location government...
