Government Action In The Development Of Rural Urbanization In Poor Mountainous Areas Of The West

Civilization of rural area is a comprehensive process of economic and social development and evolution, It is a necessary choice of promoting rural economic development, an important measure of coordinating urban and rural regional economic development, and a break-through and innovation to the dual system of urban and rural division as well. It is also another significant rural system reform after the system of contracted household responsibility related to output and the system of rural enterprise. So it has a certain dependence and continuity in terms of systems. This law of inner development doesn't make a denial of the governmental role, but confirms that government is the heading factor in the process of rural civilization, that is, government doesn't not only establish the policy, but also provide the good condition of carrying out this polity effectively, which conforms to the consistent aim of rational governmental actions. However, the process of rural civilization is hindered by the backward change of governmental function and the irrational governmental actins, which causes it more difficulty to solve the problem about peasants, agriculture and rural area, then the rural economy and social have more difficulties in making progress on the track of sustained development. Therefore, it is very necessary to research, under the market economy system of socialism, how to promote the process of civilization in western poverty-stricken rural area through optimizing governmental actions. The thesis, firstly, discusses the definition and innate characters of rural civilization and governmental action, and analyzes the inner relationship between these, and then brings up a hypothetical proposition that government must intervene the development of rural civilization; secondly, the thesis discusses the present problems and their causes in civilization of western poverty-stricken rural area. Through the description of present situation, it reveals the harmful results and the possible causes of the backward civilization.
