As a doctoral thesis this project will study Russia as a great power which is on the wane now and is faced with revive again .I try to find the cause and the law of the rise and fall of Russia by the theory of rise and fall of great powers. I hope that I can test and develop this theory to some extent by means of analyzing and evaluating to the rise and fall of Russia.In a sense we can say that the history of international relations in fact is the history of great powers relations since modern times. The direct effect of the development of international relations is the rise and fall of great powers. So the study on the rise and fall of great powers and its laws has become an important field in the study of international relations. As an inheritor of U. S. S. R in accordance with international law Russia is no doubt a great power, which is without question. For this reason studying Russia as a great power becomes an important content in the study of modern international relations especially in the study of great powers relations. Today Russia is a mystery to other countries in the world, even to itself. Whether can Russia rise once again? To what extent will its rise be? These are two most foundational questions about Russia. If we want to find the clue to the mystery we have to answer these questions. Russia is the largest neighboring country of China. After Russia independent China and Russia built up "strategic cooperation partnership" by common efforts in 1996. The two countries carry out comprehensive cooperation of fields in the politics, economy, military, civilizations and diplomacy, and achieve remarkable success in building multi-polar world, upholding world piece and promoting common development. In July 2001 the two countries signed a 20-year China-Russia Treaty of Good-neighborliness, Friendship and Cooperation, which has been promoting China-Russia relations to a new stage. This treaty also established a lawful foundation that China and Russia should be each other's friends from generation to generation and should never turn against each other. Furthermore, Russia is a great power, which is in decline now but it will rise once again. Therefore, the rise and fall of Russia in the future will not only affect China's security, stability and development, but also form the new world pattern. It hastheoretical and practical importance significant to study Russia's rise in the future, which can help us draw up strategies for the 2 lst century international politics and for coping with Russia.First, this thesis will study Russia's rise once again in the theory of the rise and fall of great powers. I discuss this question mainly through three aspects: Have a simple introduce and appraise to Paul Kennedy's theory of the rise and fall of great powers, and take this theory as the foundation of the thesis. Expound that Russia is still a great power, although it is in decline now. Apply the theory to the analysis of some questions about Russia's rise. Secondly, this paper analyses the course and the reason of Russia's rise and fall, and study Russia's three times rises and falls in historic dimension. The focal point of this thesis is on the possibilities and limitations of Russia's rise: The establishment of a new politic system defined the route and the aim of Russia's rise. After independent Russia still have superior human resources and economic conditions to rise. The level of science and technology and the military strength are important safeguard of Russia's rise. But now Russia's strategic room reduced, circumstances of geopolitics became worse, economic recovery is slow, international competitiveness descended, national nature is special, its expansionist ambitions is deep-rooted. All above will affect on Russia's rise.Finally, this thesis sum up the following three questions: (1) Russia is still has a long way to go fore its revising again is faced with many difficulties.
