Public finance and currency are key variables of modern Macroeconomics. Fiscal police and monetary policy are also important tools of many countries to control the economy. In the country with a transforming economy such as China, fiscal choice of government has been given special meaning because of more complex goals and tasks of government. In fact, the developing countries always own imperfect economic system and reforming institution, so their governments have to play a key role in economic growth and institution transformation. Of cause, as the main instrument of government to apply its duty in economy, politic and society, fiscal policy is irreplaceable in a countries' balance development. In this dissertation, we try to give some answers for the questions such as how to minimum the economic damage of fiscal choice and the institutional benefit of it.We can see many research methods, including theatrical models and policy comparing, have been used in this dissertation. On the behalf of government fiscal choice, we analyze the key points of economic growth and institutional transformation in our country, so as to looking for a reasonable way for fiscal choice, which is restricted by the optimization of economy and institution.In the research, we arranged two parts: the theoretical analysis and practical study. Chapter 2, 3, 4 concern theoretical analysis, which consist of the topics including the self-development of fiscal system, the public choice of government, and the fiscal choice in economical optimization. Chapter 5 concerns the practical study, in which we try to find some useful experience for Chinese government by the study of factors that influence other countries' government fiscal choices.
