| China has implements an active fiscal policy for five years since the latter half of 1998. It is extremely critical to discuss what results from enforcing an active fiscal policy, how large finance risks comes from implementing an actives fiscal policy, whether to carry out an active fiscal policy continually, and how to bring an active fiscal policy into effect continually. This paper tries to analyses theory, practice about carrying out an expanding fiscal policy and policychoice in China.Firstly, This paper analyses theory developments of an expanding fiscal policy, which derives from the theory of John Maynard Keynes'. Neo-Classical Synthesis School afterwards develops it to bring about a long-time economic growth. The fai lure leads to upsurge and expansion of other fiscal policy theories, which complement and perfect expanding fiscal policy theories from different points of view.Secondly, regarding the United States as an experiment base of expanding fiscal policy theories, this paper puts emphasis on analyzing the history of carrying out an expanding fiscal policy in the United States, and sums up its experience and lesson. China could gain enlightenments from this.Thirdly, on the base of inquiring into necessity and possibility of implementing fiscal policy in China, our government should put an active fiseal policy into practice continuall y. Because of large finance risks and problems in the process of carrying out an active fiscal pol icy, we must choose the expanding fiscal pol icy that integrates oneself with system reformation to cut down finance risks.Finally, the paper maintains that the choice of an active fiscal policy in China should put emphas is on moderately implementing an active fiscal policy that integrates oneself with system reformation. With the experience and lesson of enforcing an expanding fiscal policy in the United States, this paper deals with adjusting the finance policy of China on the base of Chinese practice.
