Mr. Li yining once made such a metaphor: Finances are a ' big reservoir ' . As the distributor, the government will allot finances to the lower reaches of the citizens and all the other subjects. So maybe we can make such a further metaphor, the headwaters of the reservoir are the enterprises, especially the small and medium enterprises. As the minor water heads, they are the crucial sources for the economy of the whole country. If the small and medium enterprises cannot enjoy a healthy development, it will be very difficult for them to offer the water source for the whole country. Therefore, the Ministry of Finance will have a hard time allotting and re-allotting money to the lower reaches, and many social problems will arise at the same time.After we human beings stride into the 21st century, the development of the small and medium enterprises has become the tide of the whole world. Having a bird's eye view over the developed countries, we can't find any other ones that will ignore the small and medium enterprises except the Great Britain, which, under the influence of Adam Smith, has be holding the theory of elimination of the small and medium enterprises for about 200 years. L coking back to China's reform process of its economic system, we cannot deny that we've had a too late recognition of the small and medium enterprises compared with the developed countries although we really made a lot of progress. Before 1997, cultivating the big enterprises was the dominating trend of the economic system reform. During that period, many phenomena, which were against the rule of enterprise growth, arose. In order to have an affected comparison with the 500 major companies of the world, we built "big ships" and "aircraft carrier" blindly. But, just as the fact told us, any operation, which is against the natural law will be futile.South Korea has always been noted for its cultivation of the big companies. The Ten Major Companies are creating 80% of the GDP of the whole country. The growth of these companies is realized mainly through huge debt, large amount of input of capital by the government and blind expansion of the enterprises themselves. But we can't forget the fact that South Korea is one of the countries that suffered the heaviest pound from the Asian Financial Crisis. But for remitting and eliminating the debt by the creditor's nations and the creditor's organizations, South Korea may well have been the main course for the world. Although Japan was also pounded inthis crisis, compared with that of South Korea, it was much luckier. It is partly because Japan has laid much stress on the small and medium enterprises and has established an integrated system for that sector that it was able to go through the major crisis smoothly.Reviewing the experiences and lessons of the 50 years since People's Republic of China was founded, Chinese government has at last realized the importance of the small and medium enterprises with their pioneering and innovative spirit, and also the idea "beauty is in the small". The enforcement of the Promotion Law for the Small and Medium Enterprises of People s Republic of China symbolized a new stage of the development of our economy. Based on such consideration, I would like to choose the Japanese small and medium enterprises as the research subject, and reveal people their developing process to the largest extent.There are mainly two reasons for me to choose the Japanese small and medium enterprises as the research subject.First, although we have realized the importance of promoting the small and medium enterprises, as for how, we still don't have any crystallized idea yet. Or in another word, we still have many blind operations till now. So, in order to take advantage of the experiences and lessons from the others, we badly need to learn from the developed countries abroad and benefit from their history.Second, Japan is one of the most developed countries in this sector.
