Research On The Implementation Effects, Problems And Countermeasures Of The Support Policies For Small And Medium-sized Enterprises In Zunyi Cit

The development of small and medium-sized enterprises plays an important role in promoting China’s economic and social development.According to the statistics of the Ministry of industry and information technology,small and medium-sized enterprises have made "56789" contributions to China’s economic and social development.We must recognize that China’s small and medium-sized enterprises have played an irreplaceable role in promoting growth,increasing taxes,stabilizing employment,promoting innovation and benefiting people’s livelihood.However,under the "rise of protectionism" in western countries,the "Reindustrialization" in developed countries,and the normalization of the prevention and control of the COVID-19 epidemic,small and medium-sized enterprises are constrained not only by their own adverse factors,but also by the external environment.Based on this,there is an urgent need for the government to give more support to small and medium-sized enterprises from the aspects of fiscal and tax policies,financial policies,innovation and entrepreneurship policies and policy systems.Zunyi city is a provincial sub central city in Guizhou Province,and its development status is very important in the whole province.However,affected by the epidemic and other environment,although the development of small and medium-sized enterprises in Zunyi shows a tough side,they bear great pressure and develop hard.This is reflected in the sharp decline in the number of small and medium-sized enterprises in industries above Designated Size and the decline in the proportion of job creation,which urgently needs the support of relevant government policies.Through the text analysis method,this paper focuses on the release,main body and theme of the three-level support policies for small and medium-sized enterprises in China,Guizhou Province and Zunyi City,and analyzes the commonness and differences of the policy texts issued by the country,province and city.Through the policy evaluation method,this paper focuses on the effectiveness,existing problems and reasons of the support policy in the implementation process.It is pointed out that in the future,Zunyi municipal government should strengthen the attention to small and medium-sized enterprises,improve the utilization of policies at the grass-roots level,improve the support system for small and medium-sized enterprises,enhance the support of the government,provide strong support for the development of small and medium-sized enterprises in Zunyi City,and also provide a reference direction for small and medium-sized enterprises in Zunyi municipal government in the future.
