Study On PLA NCO Vocational Education System

The strategies of resorting to the army, education and commandment are the first. Man is the decided factor to the army battle effectiveness, and education and training are the main approaches to create and increase the army battle effectiveness. At the turn of the century, PLA practised the new Non-Commissioned Officer Constitution (NCOC), and immediately came into force the Talented Person Strategy Engineering which embraces developing a NCO troops with high qualities. To accelerate the construction of the talented non-commissioned officers, the important position and the function of the Non-Commissioned Officer Education (NCOE) must be fully recognized first. Taking our NCOE system as the research object, centering on the impacts and influence of the New Military Revolution, new NCOC and the life-long education ideology on NCOE, according to unification of history and logic, combination of system analysis and comparative research, the thesis gives a thorough analysis of PLA NCOE in the new century in 5 aspects: history background (from the international view), basic position, basic characters, developmental strategy and system design .In the fifth aspect, the research on hierarchy, realization mode and training system of PLA NCOE have been emphasized. And the dissertation is divided into six chapters as follows:Chapter one, as an introduction, consists of history background of PLA NCOE and the main task of the research in this dissertation. With the new century coming, in one hand, the tidal waves of the new world military revolution and the army modernization have taken PLA new NCOC into birth, and thus to arouse the problem of NCOE which should adapt to the new NCOC; in the other hand, science and technology progress and weapon renovation and replacement request press for realizing the full combination of human and weapon equipments, which makes NCO troops' general quality improvement, by enhancing education and training, to be a problem which is urgent to be solved. Under this background, the writer put forward the research point of the paper, namely how to organize and develop NCOE which aims at the key problems and the new characteristics presented in our NCOE in the new century, and how to construct our NCO vocational education system which accords with our country and troop's situations.In chapter two, the theory bases of NCOE are studied. Military manpowercapital theory based on the military economics and the life-long education theory of pedagogy are mainly introduced here. As military manpower capital, besides the characteristics of general manpower capital, the talented person in NCO also has some unique characteristics, which are displayed in three aspects: dualism in the army and the civil, enforcement in use, invisibleness and immeasurableness in value realization. As " the existence concept of the 21st century", the kernel of life-long education has general meaning to instruct the development of NCOE, and NCOC conditions and affects the developing direction of NCOE directly.Chapter three studies NCOE by retrospection and transverse comparison. Combining the birth and development of PLA NCOE, the primary method has been compared in longitude. In latitude, the three typical NCOC of America, Russia and India and their training system have been compared and studied, meanwhile, it have been compared with our nation's vocational and technological education and officer education. With multi- angles, full and deep research, the thesis tries to reveal the internal characters and developmental trends of NCOE, and critically absorb the successful experiences and methods of the developed country troops.In chapter four, the basic characteristics of PLA NCOE in the new century are primarily analyzed.
