Research On The Junior Commanding Officer Cultivating Models Of Our Military Academies

The Junior Commanding Officer Cultivation (JCOC) is the backbone and foundation of military institutional education. It involves fields including higher education and professional military education. In terms of the increasingly rapid military competition, military talent development, including the Junior Commanding Officer, has become the core and key in facing the Revolution in Military Affairs (RMA) and pushing the military modernization for every country in the world.Under the context of RMA and in the perspective of the Junior Commanding Officer Cultivating Model (JCOCM), the dissertation conducts a great deal of historical research, present condition investigation, comparative research, and theoretical analysis. With the combination of theory and practice, the dissertation, regarding the current situation of our military construction and future development needs, makes a systematic, comprehensive, and deep study of JCOC, reestablishes its model, and presents relevant policy recommendations. Except Chapter 1 Introduction, the dissertation contains four main parts as follows:Part 1 (Chapter 2) is the academic theory study of JCOCM. In accordance with theories of system and model, based upon the literature analysis and reality investigation, this chapter conducts a purely academic research of the concept, basic elements, internal and external factors concerning JCOCM. The concept, elements and factors provide a frame for the research.Part 2 (Chapter 3 and 4), within the analysis frame of JCOCMs, develops the research in terms of history, status quo, and foreign comparison in both perspectives of home and abroad, horizontal and vertical. Through detailed analysis of JCOCMs of five developed countries, it summarizes their typical models, basic laws, and common features. By historically combing our army's JCOCMs, it reveals the evolution law that the academic nature is strengthening, and the nature of post is shifting to specialization. A number of questionnaires and interviews of cadets, commanding officers and experts suggest that the existing JCOCM is virtually one of unity, technicality, and rigidity, exploring the disadvantages and causes of the current JCOCM. Part 2 lays a solid historical and real basis for the theoretical research of JCOCMs as well as the reestablishment of our JCOCM.Part 3 (Chapter 5) contains the theoretical research of JCOC. On the basis of Part 2, it analyzes the new demand on JCOC by RMA, uncovers the professional character of junior commanding officer, the fundamental features and laws of JCOC, and addresses theories related to reestablishing JCOCM. Through the study of external, internal, and theoreticalfactors that influence our JCOCM, it unveils the mechanism and causes for the transformation of JCOCMs, laying a theoretical foundation for the study of reestablishing JCOCM.Part 4 (Chapter 6) is the reestablishment study of our JCOCM. According to the demand on JCOC by RMA, it analyzes the disadvantages of the existing JCOCM. Referring to the common nature of foreign JCOCMs, based on the related research products, it constructs a four-part cultivating model — General Education, Academic Specialized Education, Basic Professional Military Education, And Professional Command Education. In the meantime, it puts forward some suggestions of policy in the field.If there is any innovation in this dissertation, maybe such points as follows could be considered in a broad sense:1. The dissertation regards JCOCM as the medium between theory and practice. Taking the process of JCOC activities as the prototype, it analyzes and derives the concept of JCOCM, 6 elements and 4 factors.2.
