Research On The Integrated Management Of Water Related Affairs In Town And Country

In view of the appearing problems in the present management of water related affairs in town and country, the dissertation, employing qualitative and quantitative methods, starting from two levels of government and enterprise ------the main behavioral entities of water related affairs, gets the following results:1.By probing into the information integration content of the integrated management of water related affairs in town and country, its three phases and every phase's task are presented.2.The incentive mechanism model of the integrated administration of water related affairs in town and country is designed, the dimension of which is expand from the formerly mathematical one-dimensional number axis to two dimensional plane, thus improving the basic model designing based on principal-agent theory incentive mechanism and expanding the economic meaning of incentive contact that makes the model more close to the stated practice.3.By giving the definition of water industrial cycling economy, the water industrial cycling economic model is conceited, advances that the synthetic utilization of water resources, reducing pollutions and recycling are brought forth as three important symbols of water industrial cycling economy, makes countermeasure research on realization of water industrial cycling economy and are accompanied with game theory research and three principles of the practical manipulation.4.The theoretical model of the regenerated water' price is established to discussed its composition and upper and lower limits that follows the price interval. Furthermore, the influences of price on the smooth realization of water industrial cycling economy are advanced.5. Quantitative research on sustainable utilization control of water resources is conducted. Considering that the dynamic quality of regional water resources adds into difficulties of the research of cycling utilization of regional water resource, the ration of total amount of regional water resources and explored amount of water are taken as dynamic regulation variables. By applying viability theory, viability price regulation is introduced to establish viability quantitative regulation and viability price-quantitative regulation, and makes dynamic regulation on existence quality of regional water resource system.6.In view of the non-equilibrium situation of double markets of urban tap water and wastewater, the quantitative goal of urban water related industrial cycling economy is described, and its dynamic regulation model is established.
