Urban water affairs is an important part of urban public utilities, it’s the base of the city’ssurvival and development. Water affairs related to the livelihood of the people, constructionand development of economy and society, the construction management affairs of it havebasic resource properties and economic competitiveness. For a long time, China regard thewater industry as the public welfare, the government is both policy makers and supervisors,it’s also the actual operator of specific business, so, a kind of typical officer officialmanagement mode has formed in the industry.the main problems in the water industry asfollows:firstly, there is no distinction between government administration, enterprisesmanagement and public institution administration, enterprises lack of autonomy andenthusiasm; Secondly, the management of water industry is lack of clear and concertedpolicies, so the industry act as one pleases in the restructuring of enterprise and reform ofproperty rights system; Thirdly, lack of competition and incentive mechanism, enterprisesoperating at a loss and the financial subsidies is heavy; Fourthly, the production efficiency islow and the quality of service is poor; Fifthly, water investment main body is single and lackof a stable, standardized construction funds channels, and a diversified investment andfinancing mechanism did not form, so it lags behind social and economic development;Sixthly, for a long time, drainage operations maintenance units were managed as publicinstitutions, government is responsible for the investment, and the running cost of the sewagetreatment is difficult to maintain.This paper targeted researched on the theoretical basis of government regulation of thewater market, systemic analyzed the current situation of supervision of China andinternational government, then further analyzed the organization structure and operatingmechanism of the water market, preliminary structured the monitor system of governmentregulation of the water market which appropriate to our country, established six supervisionsystem,which include Full-time supervision, Integrative supervision, Technology supervision,Social supervision, Citizen supervision and Media supervision, and further discussed themutual effect of six supervision system, which provided organizational guarantee for government regulation, and policy recommendations for the smooth progress of thegovernment regulation. This paper has got several conclusions below.(1)Through the analysis of government regulatory conditions of some countries whichwater marketization remains a high level,and researched on the organization structure anddevelopment patterns, investment and financing mode of domestic water market, competitionin the market situation, reform of water price and water industry government regulation,laid asolid foundation for establish appropriate water market regulation mechanism.(2)In accordance with the use of different purposes, the right to use water are divided intoconsumer rights, management rights and emission rights.(3)Based on the analysis of water market structure, characteristics and features, proposedforms of industrial organization of water market, revealed the five mechanisms exist in thewater market operation, which include supply and demand, prices, competition, compensation,investment and financing, and explained their interconnectedness,to improve the efficientutilization and high quality service of the bulk water of water market.(4)In order to guarantee the smooth implementation of government regulation of thewater market, established the complementary mechanisms of six supervision system, whichinclude Full-time supervision, Integrative supervision, Technology supervision, Socialsupervision, Citizen supervision and Media supervision, which provided theory and referenceof feasibilities for government regulation of the water market.
