IT enterprises as a kind of high-tech enterprises are those enterprises which produce, transact and transmit information products or servings, and provide infrastructure for using internet and doing electric business. They are involved in hardware, software and information service. The characteristic of IT enterprise results in the peculiarity of its growth. IT enterprise is a new enterprise with short development history, and its development law is in the course of probe, so fewer people systemically made economic analysis on its growth at present. Referring to traditional enterprise' growth, more studies were made qualitatively while fewer studies were made by modeling quantitatively. Thus these situations bring about great difficulties to research of the paper and also put forward strong challenge. Firstly, analysis of the growth of IT enterprise must be upheld by enough mathematics models, but at present the related references are hardly found, and traditional enterprise' models can't be applied mechanically because of the different characteristic the rather that the growth models of traditional enterprise are fewer. Secondly, on the basis that the mechanism study of enterprise' growth is a dynamic microeconomic problem, it doesn't work if we use traditional economics or industrial economics, so we must seek new theory or method which is not mature specially on the related problems of IT enterprise. Thirdly, in order to verify the results gotten by using mathematic models, we generally need to make empirical analysis, and if we make econometrics analysis, many sectional and vertical data must be acquired, which is not easy to do for the developing IT enterprise. All these show that the paper' study not only need the support of some forward knowledge, but also the study is only a groping job because of many practical difficulties. Therefore, the theory or method applied by the paper is not grown-up, but the gotten results and standpoints expatiated in the paper bear some creativity.According as the dynamic characteristic of growth, thinking over the great relevancy of IT enterprise' growth and human capital, and considering that dynamic productivity function can be established by the New Growth Theory after human capital make endogenous disposal to technology and labor division etc., so the paper mainly depends on the New Growth Theory and human capital is the key factor. Enterprise has life period and empirical study shows the growth period is the key period of IT enterprise' growth, so the paper bases itself on the mechanism study of growth period.Additionally, because of some difference of growth mechanism among enterprises and the consideration of thorough study, the paper mainly focuses on the growth of IT enterprise confined in industry not single IT enterprise. Based on the New Growth Theory or its development and human capital as ligament, I make research on the growth mechanism of IT enterprise from four visual angles, namely technology innovation and spillover (technology dimensionality), interior and exterior division of enterprise (organization dimensionality), compatibility of technology or product (market dimensionality) and enterprise interior governance (system dimensionality).Firstly, the paper expounds the importance of choosing the topic, summarizes the New Growth Theory, sums up correlated references, clarifies the content structure of the paper, research methods, innovation and deficiency. Based on the models of the New Growth Theory of Lucas, Romer, Becker & Murphy, I claim compatibility and human capital incentive should be brought into the model of the New Growth Theory so as to make the content analyses of the paper.Secondly, the economic characteristics of IT enterprise' growth are studied.
