Our understanding of resources has been progressing with the development of human society. The conception of sci-technological resources was definitely put forward by abroad scholars in 1994. In 1998, scholars in China concluded the subject system of resources science and explicitly brought forward the proposition of sci-technological resources in science of social resources. The earliest research of resources in geography focused on the distribution of natural resources and in human geography system, technology resources were ranked as one of basic elements for the development of regions and departments. With the advent of Knowledge-based economy, the research contents of human geography (especially economic geography) have been or being changing. Some scholars considered that sci-technological resources should be ranked as a industrial type to research. The geographical research of sci-technological resources comprises three aspects: confirming the capitalization and industrialization progress of sci-technological resources by making reference to technique economics; the transformation of sci-technological resources which possess measurable value and be capable of becoming important industry type, namely technique transfers; the regional distribution of sci-technological resources which act as a new research subject of economic geography.Sci-technological resources belong to intangible assets whose value stems from immaterial labor of human activity and can be embodied by economizing social necessity labor. The assessment of the value depends on reasonable dynamic mechanism that is market mechanism and macro-control management mechanism. The capital assessment means of sci-technological resources can be selected according to the purpose,condition and the assessment object. The main capitalization approach of sci-technological resources is the trade of technology property right realized in technology market. The activity of purchaser,bargainor,agency and macro-control policy constitute the four elements of the function of technology market. The industrialization of sci-technological resources means the transformation progress from innovative High-New Technologies to practical productivity under certain economic background. Technology innovation clustering,growth-pole,incubator,venture capital etc consist of theories about industrialization. Purpose of shaping the policy system of industrialization which is a integrated system lies in promoting supply and mobility of resources,driving need and achieving overall coordination. The industrialization process of sci-technological resources can be divided into four stages that is the collection,analysis and integration of information; human resources scheme,science experimentsï¼›pilot-scale improvement; set up lines for production thus innovation and promotion. Each stage can be finished by somesteps. Dynamic mechanism, profit mechanism, prompting mechanism, restriction mechanism and function mechanism consist of the basic mechanism of sci-technological resources. There are three industrialization modes : individual invest and produce,technology transfer and the combination of production,study and research.The transformation form of sci-technological resources is technology transfer. There are commonness and difference between the conceptions of technology transfer,alienation,import and extension. Technology transfer has double aspects. It can move from developed regions and departments to developing ones, vice versa. The necessary condition when technology transfer occurs is the existence of disparity, whereas the plenary conditions include: (1) technology disparity exists at certain rang, or (2) regions and industries in low technology disparity have their practical demand. The basic structure of technology transfer includes three factors that are main body, object and the transfer behavior.
