With the increase of population and the accelerating process of industrialization and urbanization, it is an inevitable trend of the social and economic development that construction land scale will expand continuously. In our country, since the population is very large and land resources per capita is less than one-third of the world average, the conflict between people and land is very sharp. At present, the urbanization level of our country is very low, only 35%. In a considerable long time in the future, the conflict will become sharper, along with the expanding demand for grain and other agricultural byproducts, as well as the development of urbanization and social and economic development.As the main approach to realize the strategy of dynamic general equilibrium of farm land resources and improve the agricultural infrastructure, to coordinate the conflict among ecological environment, natural resources and social and economic development, and to advance the second reform of land utilizing system in rural area and the construction of well-off society, land consolidation has been carried out vigorously and successfully throughout our country. However, from the perspective of sustainable development, there are many problems in raising capital for land consolidation, including two aspects: one is the single investing channel and its imbalanced structure. The investors of land consolidation should include government, enterprises and individuals. But at present, the capital mainly comes from government, while little from enterprises and individuals. Social capital has not been utilized sufficiently in this field. Therefore, common responsibility of the three parties-government, enterprise and individuals, is now shared only by government, which hampers the process of land consolidation ultimately. The other is the small amount of investment and its little gains. Several billion from government for land consolidation is mainly invested in those demonstrative land consolidation projects which are run by the Land Consolidation Center of the Ministry of Land Resource of China. However, since there are so many projects while so little capital, the gains of land consolidation are not satisfactory even in those demonstrative projects. Therefore, from the view of the relief of the supply and demand conflict of farm land, the harmonious relationship among human and nature and good ecosystem, the improvementof agricultural infrastructure and the sustainable development of society and economy, it is necessary to find new channels of capital supply, make full use of social capital and establish multi-investors system, so as to promote the development of land consolidationindustry.Consistent with the requirements of sustainable development, a new theory of land consolidation financing is needed under whose guidence a perfect operational system will be set up to regulate and guide the reasonable flow and allocation of resources, in order to make land consolidation develop balancedly. Focusing on such themes, this paper carries out thereotical abstract and analysis on the financing mechanism on the basis of sustainable development theory, industry structure theory, property right theory and financing theory. Afterwards, the paper adopts dynamic and static analysis methods to systematically analyze the mechanism of land consolidation financing, finding out its main problems and main causes, according to which it puts forward thoughts and policy advice for constructing a perfect mechanism of land consolidation financing.The paper is divided into two parts-introduction and body.In introduction, the study background, study object, the main theme, the study value and the study method are explained. At the same time, the structure and main points of the paper are also given a brief introduction.The body is divided into seven chapters.
