Non-Governmental Organization (NGO) is a very complicated international atmosphere. Their emergence also brings very complicated influence on mankind and international community, both positively and negatively. But macroscopically observing, there is more positive influence than negative influence. Since the activity scope of NGOs is very wide, the emphasis of this dissertation is on their political activities, namely, the objective effects of NGOs' activities direct to political system. With regard to those topics irrelevant to NGOs' political activities, the author will mention them only when necessary. In the first chapter, the author discusses NGO's implication which is multiple. Understandings and forms of address of NGO vary for countries in different periods. Surveying from its development process, NGO originated from world religious organizations, but gradually developed and expanded with changes in social political & economic structure, especially with the appearance of civil society. The United Nations (UN) is the most important supporting force for NGOs' development after the Second World War. The second chapter is the most important chapter of the dissertation. In which, the author expounds the impetus of NGOs' political activities. What led to NGOs' development? In general, there are two impetuses: one is international factors, the other is domestic ones. Concerning the former, globalization, global civil society and UN system play important roles in the development of NGOs. Concretely speaking, globalization provides material conditions for NGOs' activities, global civil society is NGOs' social basis, and UN system guarantees the legislation of NGOs themselves and of their activities. Concerning the latter, NGOs in developed countries are the most prosperous, for that political & economic structure in these countries has provided fertile soil for NGOs' growth. However, NGOs also gradually prosper in developing countries after the end of Cold War. In the third chapter, the author discusses NGO's political activities topics which include four parts: disarmament & world peace, human rights, international humanitarian aid and environment protection. Surveying from the angle of political activities, topics on disarmament & world peace and on human rights are purely political ones, and though the other two topics are not absolutely political ones, NGOs always resort to political means to solve them; as a result, these two topics are also covered with deep political colors. The author probes into NGOs' political activities patterns in the fourth chapter. Transnational social movement is the first political activities pattern of NGOs. In order to achieving their goals, NGOs always act across borders, so are the appearance of transnational social movements. The transnational social movements thrived in the West, which had some relations with the western social movement theories. The appearance of transnational social movements led NGOs' influence all-time wide, mine-ban movement was a famous case. The second political activities pattern of NGOs is participating into the discussions and negotiations among nations. With the help of nations' force, NGOs make the way to goals more convenient and quick. In the fifth chapter, the author discusses NGO's influence on international politics. NGOs play a multiple role in the international community, which is among the international politics agents; enjoy a "consultant "position in UN, and also play a leading role in global governance. Their influence on national sovereignty can be understood in two aspects: on one hand, it is independent of the interests and opinions of nations and governments, sometimes even holds the opposite standing, to criticize nations and governments; on the other hand, NGOs are the assistant and supporter to nations and governments, their actions are the expansion of governmental actions.
