Since the 1980's, non-government organizations (NGO) actively get involved in international issues with global economy, politics, and society experiencing great changes. As another participant besides sovereignty states, the advent of NGOs has added new factor to global governance mechanism, as well as provided new choice and possibility for solving important international issues. Meanwhile, a primary international network composed by NGOs has established relevant co-active mechanism and formed particular framework of laws and regulations with traditional global mechanisms of coordination and solution such as the United Nations and the World Trade Organization. Especially in solving some issues like human rights protection, refugee relief, environmental protection, etc. which are difficult for traditional international organizations solely consisted of sovereignty states, NGOs may conduct effective activities with their advantages. Moreover, when facing crucial international emergencies, NGOs can play significant roles in crisis management by arousing citizens' power. In short, to get involved in global governance mechanism, NGOs can bring citizens' power to that mechanism and promote the global governance democratization and variety.However, apart from sovereignty states, other participants of existing global governance mechanism, such as multinational corporations, international finance institutions or international non-government organizations mostly are dominated by western countries. It is a fact we must face that NGO's prosperously development has been corroding state sovereignty, and we should be aware of western countries' utilizing NGO as an instrument to interfere in other countries' political life. Aiming at protect people's own benefits, how to establish effective administrative system, guide NGO's development and promote them to participate in global governance mechanism, is a valuable issue for developing countries to research.
