Today's international community, global issues are more serious:serious environmental pollution; biological diversity drastically reduced; the proliferation of weapons of mass destruction and the viruses; international terrorism is rampant; global financial risk increases; frequent trade friction; the phenomenon of social inequality caused social instability; and the cultural conflicts. The international community need for the global governance urgently. However, to face these transnational problems, the traditional international actors such as nations and intergovernmental organizations have been worked inadequately, and the international community needs a new principal part of the global governance. On the other hand, with the rapid development of international democracy, global civil society has been risen and aroused people's attention. As representatives of civil society forces, the International Non-government Organization which comes together to participate in global governance with nations and intergovernmental organizations has been a historical necessity. As the world's major component of civil society, International Non-governmental Organizations has underwent an unprecedented development since the World Warâ…¡, and will participate in solving global problems. It is independent, justice and not self-serving. It has won the praise and support of the world. Its emergence and development diversify principal part of the global governance, reinforce the deficiencies of the sovereign states in global governance, which is conducive to establishing a just and reasonable international law and international mechanisms. On the other hand, it also had a negative impact on the international relations and global governance. Such as it was controlled by Western countries and became the spokesman or a pawn of the developed countries. To make a greater contribution to global governance, international non-governmental organizations must overcome their disadvantage in order to go further develop in the future. The thesis is divided into three chapters, the first chapter introduces and analyzes the rise of global governance and the global governance in international affairs is restricted by many adverse factors. Chapterâ…¡analyzes that the International Non-governmental Organizations gained tremendous development with the rise of global civil society. The third chapter discusses that the International Non-governmental Organizations has a huge influence on international relations as one main body of global governance, analyzes its positive and negative role in the global governance, and proposes how to deal with the development of International Non-governmental Organizations.
